Abstract
Permasalahan/Latar Belakang (GAP): Kinerja SIPD RI yang belum optimal di BPKPD Kabupaten Pohuwato, sehingga penggunaannya menjadi kurang efektif dan efisien dalam menunjang pengelolaan keuangan daerah.Permasalahan ini diperkuat oleh data evaluasi Kemendagri (2021) yang menunjukkan 26% pemerintah daerah belum sepenuhnya mengadopsi aplikasi SIPD, padahal mulai tahun anggaran 2024 semua pemerintah daerah diwajibkan menggunakan sistem ini untuk seluruh proses perencanaan hingga pelaporan keuangan. Tujuan: Penelitian ini bertujuan untuk menganalisis efektivitas penerapan Sistem Informasi Pemerintahan Daerah (SIPD) dalam pengelolaan keuangan daerah di Badan Pengelolaan Keuangan dan Pendapatan Daerah (BPKPD) Kabupaten Pohuwato. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, dan teknik pengumpulan data meliputi observasi partisipan, wawancara semi terstruktur dengan informan kunci, dan dokumentasi dari arsip keuangan daerah. Hasil: Hasil penelitian menunjukkan bahwa penerapan SIPD berkontribusi positif terlihat pada dimensi pencapaian tujuan: BPKPD Pohuwato terus menjalin koordinasi dengan Pusat Data dan Informasi (Pusdatin) guna meningkatkan efisiensi pelaporan keuangan melalui integrasi sistem, dimensi Integrasi: SIPD telah sepenuhnya digunakan dalam penyusunan anggaran, termasuk dalam KUA-PPAS, dimensi Adaptasi: Fasilitas pendukung seperti unit komputer telah tersedia di setiap bidang sebanyak 10 unit. Kesimpulan: Penerapan SIPD telah berjalan efektif dalam meningkatkan suatu transparansi, akuntabilitas, dan efisiensi dalam pengelolaan keuangan daerah. Sistem ini memungkinkan perencanaan, pelaksanaan, serta pelaporan keuangan daerah yang lebih terintegrasi, sehingga proses administrasi keuangan dapat berjalan dengan lebih sistematis dan terdokumentasi dengan baik. Kata kunci: Sistem Informasi Pemerintahan Daerah, Pengelolaan Keuangan Daerah, Efektivitas, Kabupaten Pohuwato, FMIS. Problem Statement/Background (GAP): The performance of SIPD RI is not optimal in the BPKPD of Pohuwato Regency, so that its use becomes less effective and efficient in supporting regional financial management. This problem is strengthened by the Ministry of Home Affairs' evaluation data (2021) which shows that 26% of local governments have not fully adopted the SIPD application, even though starting from the 2024 fiscal year all local governments are required to use this system for the entire planning process to financial reporting. Purpose: This study aims to analyze the effectiveness of the implementation of the Regional Government Information System (SIPD) in regional financial management in the Regional Financial and Revenue Management Agency (BPKPD) of Pohuwato Regency. Method: This research uses a qualitative approach with a case study method, and data collection techniques include participant observation, semi-structured interviews with key informants, and documentation from regional financial archives. Result: The results of the study show that the implementation of SIPD contributes positively to the dimension of achieving goals: BPKPD Pohuwato continues to coordinate with the Data and Information Center (Pusdatin) to improve the efficiency of financial reporting through system integration, the Integration dimension: SIPD has been fully used in the preparation of the budget, including in the KUA-PPAS, the Adaptation dimension: Supporting facilities such as computer units have been available in each field as many as 10 units. Conclusion: The implementation of SIPD has been effective in increasing transparency, accountability, and efficiency in regional financial management. This system allows for more integrated planning, implementation, and reporting of regional finances, so that the financial administration process can run more systematically and well documented.
