Abstract
Problem Statement/Background (GAP): Regional Regulation of South Sorong District Number 3 of 2022 on the Recognition, Protection and Respect of the Rights of Indigenous Peoples in South Sorong District, with the aim of protecting the rights of Indigenous Peoples, as well as preserving indigenous forests and biodiversity. The forest area in South Sorong District, which is an area that has the potential to experience deforestation, requires attention and concrete actions from the local government to protect the rights of Indigenous Peoples who are closely related to the existence of the forest. Purpose: This research aims to analyze the role of the Environmental Agency in the protection of the rights of Indigenous Peoples in South Sorong Regency, Papua Barat Daya Province. Method: This research uses a Descriptive Qualitative approach. This approach was chosen because the qualitative model provides leeway for researchers to adjust the research to the objectives to be achieved. Data collection techniques include interviews, observation, and documentation as well as data triangulation. The main theory used to analyze this topic is Role Theory by Biddle and Thomas (1982) in Role Theory: Concepts and Research. The informants involved in this research were 5 groups of informants, with the Community as a snowball informant. Data analysis was conducted through data reduction, data presentation as well as conclusion drawing andverification. The instrument of this research is the author himself.Result: The results of the findings regarding the role of the South Sorong Regency Environmental Service in safeguarding the customary laws of the local community are analyzed through several dimensions, in the expectation dimension there is already a clear vision and mission in safeguarding customary laws related to customary forests, in the norm dimension shows the results of indigenous peoples having good norms in safeguarding customary forests, in the performance dimension there are efforts made by the government even though the level of effectiveness is not yet very visible, in the evaluation and santion dimension an evaluation has been carried out regarding the implementation of local customary law protection. Meanwhile, the sanctions imposed are still not fully implemented. Conclusion: In general, the results show that the role of the Environmental Agency in protecting the rights of Indigenous Peoples in South Sorong Regency is still not optimal. This is because maximum results have not been achieved after analyzing the dimensions of the “Role” theory.. Keywords:Environment Agency, Indigenous Peoples, Indigenous Forests
