Abstract

ABSTRACT Problem Statement/Background (GAP): Digital transformation in the government sector, particularly through the Electronic-Based Government System (SPBE) policy, encourages the digitalization of public services, including licensing services that now widely use online platforms such as the DPMPTSP Nias Regency website. Although this website contains various service features and is integrated with national systems like OSS, SICANTIK CLOUD, and SIMBG, the effectiveness of these digital services still faces various challenges, such as limited internet infrastructure, low digital literacy among the public, and technical constraints in managing website content and features. Purpose: This study aims to analyze the digital maturity level of the DPMPTSP website in improving public services in Nias Regency. Method: This research uses a qualitative approach with data collection techniques including in-depth interviews, observations, and documentation. Results: The study found that the digital maturity level of the DPMPTSP Nias Regency website is generally in a good category. The Culture dimension reflects the readiness and openness of employees to digital transformation, although formal training is still limited. In the Organization dimension, there is structural synergy and internal and external collaboration supporting website operations. Meanwhile, in the Technology dimension, the website has utilized modern technology such as APIs and performance monitoring systems, but is still constrained by network and electricity issues. On the Insight side, digital data has been actively used for service evaluation and feature development, and there is educational content and additional services like Tasya OL via WhatsApp to improve public understanding and accessibility. Conclusion: The digital maturity level of the DPMPTSP Nias Regency website is very good, with an attractive appearance, complete features, and supported by adequate infrastructure and modern technology. The human resources of DPMPTSP employees are also aligned with their respective competencies, especially in using the DPMPTSP website. Although the website's maturity is already good, continuous improvements and development are carried out by the employees. The goal is to provide maximum service to the community. Keywords: Website Maturity, Public Service, Digital Maturity Model 5.0, Effectiveness ABSTRAK Permasalahan/Latar Belakang (GAP): Transformasi digital di sektor pemerintahan melalui kebijakan Sistem Pemerintahan Berbasis Elektronik (SPBE) mendorong digitalisasi pelayanan publik, termasuk layanan perizinan yang kini banyak menggunakan platform daring seperti website DPMPTSP Kabupaten Nias. Meskipun website ini memuat berbagai fitur layanan dan terintegrasi dengan sistem nasional seperti OSS, SICANTIK CLOUD, dan SIMBG, efektivitas layanan digital tersebut masih menghadapi berbagai tantangan, seperti keterbatasan infrastruktur internet, rendahnya literasi digital masyarakat, serta kendala teknis dalam pengelolaan konten dan fitur situs. Tujuan: Penelitian ini bertujuan untuk menganalisis tingkat kematangan website DPMPTSP dalam meningkatkan pelayanan publik di Kabupaten Nias. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Hasil: Hasil penelitian menunjukkan bahwa tingkat kematangan website DPMPTSP Kabupaten Nias secara umum berada dalam kategori baik. Dimensi Culture mencerminkan kesiapan dan keterbukaan pegawai terhadap transformasi digital, meskipun pelatihan formal belum tersedia. Dalam dimensi Organization, terlihat adanya sinergi struktural dan kolaborasi internal maupun eksternal yang mendukung operasional website. Sementara pada dimensi Technology, website telah menggunakan teknologi modern seperti API dan sistem pemantauan kinerja, namun masih terkendala jaringan dan listrik. Di sisi Insight, data digital telah digunakan secara aktif untuk pengambilan keputusan dan evaluasi pelayanan, serta adanya konten edukasi dan pelayanan tambahan seperti Tasya OL via WhatsApp untuk meningkatkan pemahaman dan aksesibilitas masyarakat. Kesimpulan: Tingkat kematangan website DPMPTSP Kabupaten Nias sudah sangat baik dengan tampilan menarik, fitur lengkap, serta didukung oleh sarana prasarana dan teknologi modern yang memadai. SDM pegawai juga telah sesuai dengan kompetensi yang dimiliki masing-masing terutama dalam penggunaan website DPMPTSP. Meskipun kematangan website DPMPTSP ini sudah baik namun perbaikan dan pengembangan tetap terus dilakukan oleh pihak pegawai. Tujuannya adalah memberikan pelayanan yang maksimal kepada masyarakat.
