Abstract
ABSTRACT Problem Statement/Background (GAP): The poverty rate is still high at the Kuningan Regency level, but on the other hand the tourism potential is quite large. However, the fact is that Cilimus Sub-district as one of the sub-districts in Kuningan Regency has a relatively small poverty rate with the same considerable tourism potential. Purpose: This research aims to see and analyze how effective the implementation of a tourism development policy is in reducing poverty in Cilimus District, Kuningan Regency, West Java Province using the theory of policy effectiveness from Nugroho (2012). Method: The research method used is inferential quantitative with purposive sampling, involving 66 respondents. Data were collected through questionnaires and analyzed using model conceptualization by designing inner and outer models and obtaining R2 values and PLS Predict Q2 using SmartPLS 4.0. Result: The results showed that there are several findings including indicators of policy effectiveness that have a significant effect on poverty reduction in Cilimus District. This indicates that the more appropriate the tourism development policy is implemented according to local needs and conditions, the greater the chance that the policy will reduce the poverty rate of the community.. Conclusion: The tourism development policy has an effect on reducing poverty by 55, 6%. In addition, this research also confirms that the tourism development policy is running effectively with an effectiveness rate of 85%. Keywords: Policy, Tourism Development, Effectiveness, Poverty Reduction ABSTRAK Permasalahan/Latar Belakang (GAP): Angka kemiskinan yang masih tinggi di tingkat Kabupaten Kuningan, tetapi di sisi lain potensi pariwisata yang cukup besar. Namun, faktanya Kecamatan Cilimus sebagai salah satu kecamatan di Kabupaten Kuningan memiliki angka kemiskinan yang relatif kecil dengan memiliki potensi pariwisata yang sama cukup besarnya. Tujuan: Penelitian ini bertujuan untuk melihat dan menganalisis sebarapa efektif jalannya sebuah kebijakan pengembangan pariwisata terhadap penurunan angka kemiskinan di Kecamatan Cilimus Kabupaten Kuningan Provinsi Jawa Barat. Metode: Metode penelitian yang digunakan adalah kuantitatif inferensial dengan purposive sampling, melibatkan 66 responden. Data dikumpulkan melalui kuesioner dan dianalisis menggunakan konseptualisasi model dengan merancang inner model dan outer model dan mendapatkan nilai R2 serta PLS Predict Q2 menggunakan SmartPLS 4.0 . Hasil/Temuan: Hasil penelitian menunjukkan bahwa terdapat beberapa temuan diantaranya indikator-indiator dari efektivitas kebijakan berpengaruh signifikan terhadap penurunan angka kemiskinan di Kecamatan Cilimus. Hal ini menandakan bahwa semakin tepat kebijakan pengembangan pariwisata dijalankan sesuai kebutuhan dan kondisi lokal, maka semakin besar peluang kebijakan tersebut menurunkan tingkat kemiskinan masyarakat. Kesimpulan: Kebijakan pengembangan pariwisata berpengaruh terhadap penurunan angka kemiskinan sebesar 55, 6%. Selain itu penelitian ini juga menegaskan bahwa kebijakan pengembangan pariwisata berjalan secara efektif dengan angka efektivitas sebesar 85%.
