Abstract
Problem Statement/Background (GAP): This study focuses on the failure of Gorontalo Regency in controlling inflation, while Gorontalo City has succeeded in managing inflation effectively and has even received several national awards. Objective: The objective of this research is to analyze the governance of inflation control in both Gorontalo City and Gorontalo Regency. Method: This study employs a qualitative approach through in-depth interviews (with 4 informants) and documentation, and the data is analyzed thematically using the Nvivo 12 Plus application. Findings: The findings show that economic factors are the main reason for the failure of Gorontalo Regency in controlling inflation. This is because Gorontalo Regency only became an IHK (Consumer Price Index) region in Gorontalo Province at the beginning of 2024 and has a significantly smaller number of survey items compared to Gorontalo City. Meanwhile, regulatory factors are the main reason for Gorontalo City's success in managing inflation, as the city's government policies regarding inflation control have been well implemented. Conclusion: Gorontalo Regency has not yet optimized its strategy for managing regional inflation, whereas Gorontalo City has been very effective and successful in doing so. This study recommends strengthening the institutional capacity of the Regional Inflation Control Team (TPID), improving human resource capabilities, and integrating data as part of a collaborative inflation governance strategy. ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada ketidakberhasilan Kabupaten Gorontalo dalam mengendalikan inflasi sedangkan Kota Gorontalo mampu mengendalikan inflasi dengan baik hingga mendapatkan berbagai penghargaan secara Nasional. Tujuan: Tujuan penelitian ini adalah untuk menganalisis tata kelola pengendalian inflasi di Kota Gorontalo dan Kabupaten Gorontalo. Metode: Penelitian ini menggunakan pendekatan secara kualitatif melalui wawancara mendalam (4 informan) dan dokumentasi, serta dianalisis secara tematik menggunakan aplikasi Nvivo 12 Plus. Hasil Temuan: Hasil penelitian menunjukkan bahwa faktor Ekonomi yang menjadi penyebab utama tidak berhasilnya Kabupaten Gorontalo dalam mengendalikan inflasi dikarenakan Kabupaten Gorontalo baru menjadi Daerah IHK di Provinsi Gorontalo pada awal tahun 2024 dan juga Kabupaten Gorontalo memiliki item survey yang jauh lebih rendah di bandingkan Kota Gorontalo. Sementara itu, Faktor Regulasi yang menjadi penyebab utama Kota Gorontalo berhasil mengendalikan inflasi di karenakan Kebijakan kebijakan Pemerintah Kota Gorontalo dalam mengendalikan inflasi sudah berjalan dengan baik. Kesimpulan: Kabupaten Gorontalo belum optimal dalam menerapkan strategi mengenai pengelolaan inflasi di daerahnya sedangkan kota gorontalo sudah sangat optimal dan berhasil dalam mengendalikan inflasi di daerah. Penelitian ini merekomendasikan pentingnya penguatan kelembagaan TPID serta peningkatan kapasitas SDM, dan integrasi data sebagai bagian dari tata kelola pengendalian inflasi yang kolaboratif.
