Abstract
ABSTRACT Problem Statement/Background (GAP): This study focuses on the persistent issue of suboptimal ownership of civil registration documents and the challenges faced by the public in accessing information and services related to civil administration in Ciamis Regency. Despite efforts to improve service delivery, there remains a significant gap in accessibility and awareness among the community. Purpose: The purpose of this research is to evaluate the implementation of the Jempol Si Manis program, analyze the barriers encountered during its execution, and explore the initiatives undertaken to optimize services that support the ownership of civil registration documents in Ciamis Regency. Method: This research employs a qualitative approach, analyzing the dimensions of policy implementation based on the Van Meter and Van Horn theory. Data collection techniques include interviews with 14 informants, field observations, and documentation analysis. Result: The findings indicate that the Jempol Si Manis program has contributed to increased ownership of civil registration documents. However, several challenges persist, such as limited human resources and inadequate public outreach. These obstacles hinder the program’s effectiveness in reaching underserved communities. Conclusion: The implementation of the Jempol Si Manis program demonstrates a strong commitment to improving access to civil documentation, especially in remote areas. Nonetheless, the program’s execution has not been fully optimized due to constraints in resources, weak inter-agency coordination, and low public awareness. Key barriers include limited operational fleets and personnel, insufficient community engagement, and underdeveloped communication among stakeholders. Efforts undertaken by the Civil Registry Office (Disdukcapil) include extended service hours, proactive outreach to villages, utilization of online registration technology, and service adjustments for vulnerable groups. Keywords: Jempol Si Manis Program; Civil Registration Document Ownership; Civil Administration ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan masih belum maksimalnya kepemilikan dokumen kependudukan dan kesulitan masyarakat terhadap akses serta informasi layanan administrasi kependudukan di Kabupaten Ciamis. Tujuan: Tujuan dari penelitian ini adalah untuk mengevaluasi penerapan program Jempol Si Manis, menganalisis hambatan-hambatan yang dihadapi, serta menggali upaya-upaya yang dilakukan untuk mengoptimalkan pelayanan dalam mendukung kepemilikan dokumen kependudukan di Kabupaten Ciamis. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan analisis terhadap dimensi penerapan kebijakan menurut Teori Van Meter Van Horn. teknik pengumpulan data berupa wawancara (14 Informan), observasi, dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini Program Jempol Si Manis telah berhasil meningkatkan kepemilikan dokumen kependudukan, meskipun masih terdapat beberapa kendala, seperti terbatasnya sumber daya manusia dan kurangnya sosialisasi masih menjadi tantangan. Kesimpulan: Penerapan Program Jempol Si Manis menunjukkan komitmen tinggi dalam meningkatkan kepemilikan dokumen kependudukan di daerah sulit akses. Namun, pelaksanaannya belum sepenuhnya optimal karena keterbatasan sumber daya, lemahnya koordinasi, dan rendahnya kesadaran masyarakat. Hambatan pelaksanaan program meliputi keterbatasan jumlah armada dan personel pelaksana, kurangnya kesadaran masyarakat, serta belum maksimalnya komunikasi antar pihak terkait. Upaya yang dilakukan oleh Disdukcapil antara lain perluasan jam layanan, pendekatan proaktif ke desa-desa, pemanfaatan teknologi pendaftaran daring, serta penyesuaian layanan untuk kelompok rentan.
