Abstract
ABSTRACT (in english) Problem Statement/Background (GAP): Population document services, such as birth certificates and Child Identity Cards (KIA), are very important for the community. However, the implementation of these services at the Special Hospital for Mothers and Children in Lima Puluh Kota Regency has not been fully implemented properly. Many people still do not know about the existence of these services, which has caused various problems related to access and understanding of this process. Purpose: This study aims to describe the actual conditions of the implementation of population document services at the Mother and Child Specialized Hospital, in order to serve as a reference for improving the ownership of Birth Certificates and KIA. Method: The research method used is descriptive qualitative, where researchers will explore data and information in detail to understand the conditions of the implementation. The operationalization of the concept in this study is based on the theory of policy implementation put forward by Edward III and the theory of public service put forward by J.V. Denhardt and R.B. Denhardt. Edward III's implementation theory highlights the dimensions of Communication and Resources in understanding how policies are implemented in practice. Meanwhile, the theory of public service by Denhardt and Denhardt focuses on the dimensions of Reliability, Understanding Customer, and Easy of Access in improving the quality of these services. Result: It is expected that through this research, concrete solutions will be found to improve the implementation of population document services at the Special Hospital for Mothers and Children, so that the community can obtain easier access and clearer information related to the importance of population documents. Keywords: Birth Certificate, Implementation, Child Identity Card, Services ABSTRAK (in bahasa) Permasalahan/Latar Belakang (GAP): Pelayanan dokumen kependudukan, seperti akta kelahiran dan Kartu Identitas Anak (KIA), merupakan hal yang sangat penting bagi masyarakat. Namun, implementasi pelayanan tersebut di Rumah Sakit Khusus Ibu dan Anak di Kabupaten Lima Puluh Kota masih belum sepenuhnya diterapkan dengan baik. Masih banyak masyarakat yang belum mengetahui keberadaan layanan tersebut, sehingga menimbulkan berbagai permasalahan terkait akses dan pemahaman terhadap proses ini. Tujuan: Penelitian ini bertujuan untuk menggambarkan kondisi nyata implementasi pelayanan dokumen kependudukan di Rumah Sakit Khusus Ibu dan Anak, agar dapat menjadi acuan dalam meningkatkan kepemilikan Akta Kelahiran dan KIA. Metode: Metode penelitian yang digunakan adalah deskriptif kualitatif, dimana peneliti akan menggali data dan informasi secara detail untuk memahami kondisi implementasi tersebut. Operasionalisasi konsep dalam penelitian ini didasarkan pada teori implementasi kebijakan yang dikemukakan oleh Edward III dan teori pelayanan publik yang dikemukakan oleh J.V. Denhardt dan R.B. Denhardt. Teori implementasi Edward III menyoroti dimensi Komunikasi dan Sumber Daya dalam memahami bagaimana kebijakan diterapkan dalam praktik. Sementara itu, teori pelayanan publik oleh Denhardt dan Denhardt memberikan fokus pada dimensi Reliability, Understanding Customer, dan Easy of Access dalam meningkatkan kualitas pelayanan tersebut. Hasil/Temuan: melalui penelitian ini, akan ditemukan solusi konkret untuk meningkatkan implementasi pelayanan dokumen kependudukan di Rumah Sakit Khusus Ibu dan Anak, sehingga masyarakat dapat memperoleh akses yang lebih mudah dan informasi yang lebih jelas terkait dengan pentingnya dokumen kependudukan.
