Abstract
ABSTRACT Problem Statement/Background (GAP): The preparation of the Balikpapan City RPJMD 2025–2029 faces challenges such as low community participation, less than optimal synergy between stakeholders, and less than optimal implementation of the collaborative governance concept. Purpose: To analyze the implementation of collaborative governance in the preparation of the Balikpapan City RPJMD using the Ansell and Gash model. Method: A descriptive qualitative approach with a case study method. Data collection was carried out through in-depth interviews, documentation, and observation. Analysis using the Miles and Huberman interactive model. Result: The collaborative process in the preparation of the RPJMD has not been optimal. The main obstacles include low community participation, weak coordination between actors, and the lack of institutional mechanisms to support collaboration. Even so, there are initiatives from the government to build collaborative forums and strengthen inclusive leadership. Conclusion: This study reveals the challenges and opportunities in implementing collaborative governance at the regional level and provides strategic recommendations to improve the effectiveness of participatory and sustainable RPJMD preparation. ABSTRAK Permasalahan/Latar Belakang (GAP): Penyusunan RPJMD Kota Balikpapan 2025–2029 menghadapi tantangan seperti rendahnya partisipasi masyarakat, belum optimalnya sinergi antar pemangku kepentingan, dan belum maksimalnya penerapan konsep collaborative governance. Tujuan: Untuk menganalisis penerapan collaborative governance dalam penyusunan RPJMD Kota Balikpapan menggunakan model Ansell dan Gash. Metode: Pendekatan kualitatif deskriptif dengan metode studi kasus. Pengumpulan data dilakukan melalui wawancara mendalam, dokumentasi, dan observasi. Analisis menggunakan model interaktif Miles dan Huberman. Hasil/Temuan: Proses kolaboratif dalam penyusunan RPJMD belum berjalan optimal. Hambatan utama meliputi partisipasi 2 masyarakat yang rendah, koordinasi antar-aktor yang lemah, dan kurangnya mekanisme kelembagaan pendukung kolaborasi. Meski begitu, terdapat inisiatif dari pemerintah untuk membangun forum kolaboratif dan memperkuat kepemimpinan yang inklusif. Kesimpulan: Penelitian ini mengungkap tantangan dan peluang dalam implementasi collaborative governance di tingkat daerah dan memberikan rekomendasi strategis guna meningkatkan efektivitas penyusunan RPJMD yang partisipatif dan berkelanjutan.
