ABSTRACT Problem/Background (GAP): The problem that motivates researchers to take this title is how the implementation of job training programs in tackling unemployment in Banda Aceh City, Aceh Province. Purpose: to analyze and describe the implementation of job training programs in tackling unemployment in Banda Aceh City, Aceh Province. Methods: This research used a descriptive method with a qualitative approach to systematically describe the characteristics of an area without testing hypotheses. Data were collected through in-depth interviews, observation, and documentation, with informants selected purposively and snowball sampling, involving 13 people from the Manpower Office, BLK, and trainees. Data analysis used the Miles and Huberman interactive model through data reduction, presentation, and conclusion drawing. The research took place for two weeks in January at the Banda Aceh City Manpower Office. Results/Findings: The results showed that the implementation of vocational training programs in Banda Aceh City is still not optimal, as evidenced by the existence of factors that hinder the implementation of vocational training programs as in indicators including (1) decisions on the type of training are still influenced by political actors and local elites, (2) limited resources such as the number of permanent instructors and the absence of a budget for new training tools, and (3) an open but fragmented bureaucratic system, so that training planning requires approval from many parties. Conclusion: It can be concluded that the implementation of vocational training programs has not been optimal, and the implementation of the program still faces various obstacles, such as budget limitations, lack of training facilities, low number of permanent instructors, and not optimal linkages between training and the formal work sector. ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan yang melatarbelakangi peneliti untuk mengambil judul ini adalah bagaimana implementasi program pelatihan kerja dalam menanggulangi pengangguran di Kota Banda Aceh Provinsi Aceh. Tujuan: untuk menganalisis dan mendeskripsikan implementasi program pelatihan kerja dalam menanggulangi pengangguran di Kota Banda Aceh Provinsi Aceh. Metode: Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif untuk menggambarkan secara sistematis karakteristik suatu wilayah tanpa menguji hipotesis. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi, dengan informan yang dipilih secara purposive dan snowball sampling, melibatkan 13 orang dari Dinas Tenaga Kerja, BLK, dan peserta pelatihan. Analisis data menggunakan model interaktif Miles dan Huberman melalui reduksi data, penyajian, dan penarikan kesimpulan. Penelitian berlangsung selama dua minggu pada Januari di Kantor Dinas Ketenagakerjaan Kota Banda Aceh. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Implementasi program pelatihan kerja di Kota Banda Aceh masih belum optimal, sebagaimana tampak dari masih adanya faktor yang menghambat pelaksanaan program pelatihan kerja sebagaimana pada indikator-indikator antara lain (1) keputusan jenis pelatihan masih dipengaruhi oleh aktor politik dan elit lokal, (2) keterbatasan sumber daya seperti jumlah instruktur tetap dan ketiadaan anggaran untuk alat pelatihan baru, serta (3) sistem birokrasi yang terbuka namun terfragmentasi, sehingga perencanaan pelatihan memerlukan persetujuan dari banyak pihak. Kesimpulan: Dapat disimpulkan bahwa implementasi program pelatihan kerja belum optimal, pelaksanaan program masih menghadapi berbagai hambatan, seperti keterbatasan anggaran, minimnya fasilitas pelatihan, rendahnya jumlah instruktur tetap, serta belum optimalnya keterhubungan antara pelatihan dan sektor kerja formal. Kata Kunci: Pengangguran Terbuka, Implementasi Program, Program Pelatihan Kerja, Kota Banda Aceh.
