Abstract
Problem/Background (GAP): The increase in cases of violence against children in Kupang City is a complex social problem that requires serious attention and systematic policy interventions from various parties, especially the local government. Objectives: The purpose of this study was to determine the strategies implemented by the Kupang City Office of Women's Empowerment and Child Protection (DP3A) in handling cases of violence against children. Methods: This study used a descriptive qualitative method with an inductive approach. Data collection techniques included interviews, documentation, and observation. Data analysis was carried out through a process of data reduction, data presentation, and conclusion drawing. The theory used in this research is the strategy theory of James Brian Quinn (2003). Results/Findings: This study found that the strategy of DP3A Kupang City in handling cases of violence against children has included structured goals, policies, and programs, including protection, recovery, and empowerment services. However, cases of child abuse in Kupang City continue to increase, with psychological and sexual abuse dominating and most perpetrators coming from the family environment. The main challenges faced are limited human resources and suboptimal local regulations. Conclusion: The strategies that have been implemented by DP3A Kupang are comprehensive, but have not been effective in significantly reducing the number of child abuse cases.
