Abstract

ABSTRACT Problem Statement/Background (GAP): Makasar District had the highest student-to-school ratio in East Jakarta, reaching 451.90 in 2022. Additionally, the presence of educational blankspot areas in Makasar Subdistrict indicates unequal access to public senior high schools (SMA Negeri). Purpose: This study aims to evaluate the implementation of the zoning system in the senior high school student admission process (PPDB) in Makasar District. Method: This research employs a descriptive qualitative method using the CIPP evaluation model by Stufflebeam. Data were collected through interviews, observations, and documentation. Result: The zoning system has been implemented in accordance with existing regulations and has improved equitable access to education. However, challenges remain, such as uneven distribution of public schools, mismatches between school capacity and regulatory requirements, and disparities in student quality. Conclusion: The zoning system in Makasar District is fairly effective in promoting equitable access to education, although it has not yet reached optimal implementation. Improvement efforts include zoning area adjustments, the "PPDB Bersama" program, and differentiated learning approaches. Keywords: Zoning, PPDB, Evaluation, CIPP, Equity, Education ABSTRAK Permasalahan/Latar Belakang (GAP): Kecamatan Makasar memiliki rasio murid terhadap sekolah tertinggi di Jakarta Timur, yaitu 451,90 pada tahun 2022, serta adanya wilayah blankspot pendidikan di Kelurahan Makasar, yang menunjukkan ketimpangan akses terhadap SMA Negeri. Tujuan: Penelitian ini bertujuan mengevaluasi pelaksanaan sistem zonasi PPDB tingkat SMA di Kecamatan Makasar. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan model evaluasi CIPP oleh Stufflebeam. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Hasil/Temuan: Sistem zonasi telah berjalan sesuai regulasi dan meningkatkan pemerataan akses pendidikan. Namun, masih terdapat hambatan seperti ketimpangan distribusi sekolah, ketidaksesuaian daya tampung dengan regulasi, dan perbedaan kualitas siswa. Kesimpulan: Sistem zonasi di Kecamatan Makasar cukup efektif dalam pemerataan akses pendidikan namun masih belum optimal. Upaya perbaikan dilakukan melalui penataan zonasi, program “PPDB Bersama”, dan pembelajaran diferensiasi. Kata Kunci: Zonasi, PPDB, Evaluasi, CIPP, Pemerataan, Pendidikan
