Abstract
ABSTRACT (Problem Statement/Background (GAP): The recruitment of Civil Servants (ASN) is a crucial aspect in ensuring the quality of public services in regional governments. In Mappi Regency, South Papua Province, the recruitment process still faces challenges related to planning, implementation, and accountability. Purpose: his research aims to analyze the effectiveness of the recruitment process for ASN conducted by the Regional Civil Service Agency (BKD) of Mappi Regency. Method: research uses a qualitative approach with data collection techniques including interviews, observation, and documentation. The theory used is the effectiveness model by Richard M. Steers, which consists of goal attainment, integration, and adaptation. Result: findings indicate that although BKD Mappi has made efforts to improve the recruitment process, there are still weaknesses in coordination, data management, and human resources. Recruitment is often hampered by inadequate administative preparation, lack of inter-agency synergy, and limited digital systems.Conclusion : The effectiveness of the ASN recruitment process by BKD Mappi is still not optimal. There needs to be strengthening in terms of planning, inter-agency cooperation, and the use of technology to support transparency and accountability in ASN recruitment. Keywords: Effectiveness, Recruitment, Civil Servants, Regional Personnel Agency ABSTRAK Permasalahan/Latar Belakang (GAP): Rekrutmen Aparatur Sipil Negara (ASN) merupakan aspek penting dalam menjamin kualitas pelayanan publik di pemerintah daerah. Di Kabupaten Mappi, Provinsi Papua Selatan, proses rekrutmen masih menghadapi tantangan dalam aspek perencanaan, pelaksanaan, hingga pertanggungjawaban. Tujuan: Penelitian ini bertujuan untuk menganalisis efektivitas proses rekrutmen ASN yang dilakukan oleh Badan Kepegawaian Daerah (BKD) Kabupaten Mappi. Metode: Penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Teori yang digunakan adalah model efektivitas dari Richard M. Steers yang mencakup pencapaian tujuan, integrasi, dan adaptasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa meskipun BKD Mappi telah melakukan upaya perbaikan dalam proses rekrutmen, masih terdapat kelemahan pada aspek koordinasi, pengelolaan data, dan sumber daya manusia. Proses rekrutmen sering terkendala oleh kesiapan administrasi yang kurang memadai, lemahnya sinergi antar instansi, dan keterbatasan sistem digital. Kesimpulan: Efektivitas proses rekrutmen ASN oleh BKD Kabupaten Mappi masih belum optimal. Diperlukan penguatan dalam hal perencanaan, kerja sama lintas sektor, serta pemanfaatan teknologi untuk mendukung transparansi dan akuntabilitas rekrutmen ASN.
