Abstract
ABSTRACT Problem/Background (GAP): Issues related to public security and order in traditional village areas highlight the need for synergy between formal and traditional institutions in Pemaron Village, Buleleng District, Buleleng Regency, Bali Province. Purpose: The purpose of this study is to identify and analyze the collaboration between Satlinmas and Pecalang in implementing an integrated security system based on traditional villages in Pemaron Village, Buleleng District, Buleleng Regency. Method: This qualitative descriptive study uses an inductive approach, with data collected through interviews, observations, and documentation. Data were analyzed through the stages of data reduction, data presentation, and conclusion drawing, using the collaboration theory which includes five key dimensions. Results/Findings: reveal that the collaboration is reasonably well-established through face-to-face dialogue, mutual trust, and shared commitment. However, several obstacles remain, such as legal authority differences between Satlinmas and Pecalang, as well as limitations in funding and incentives, which impact their operational effectiveness. Conclusion: in conclusion, while the collaboration reflects the foundational principles of collaborative governance, further policy and resource support from the regional government is needed to optimize the function of the Sipandu Beradat Forum in maintaining community security based on local wisdom.
