Abstract
ABSTRAK Permasalahan/latar belakang (GAP): Kota Palu memiliki potensi sumber daya manusia dan posisi strategis sebagai ibu kota provinsi, namun tingkat pengangguran terbuka masih menjadi tantangan besar tercatat pada tahun 2023 sebesar 5,65%. Tujuan: Penelitian ini bertujuan untuk menganalisis Collaborative governance dalam mengatasi permasalahan pengangguran terbuka di Kota Palu Sulawesi Tengah: Metode: Penelitian menggunakan pendekatan kualitatif deskriptif dengan Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Teori yang digunakan mengacu pada model Collaborative governance menurut Ansell dan Gash (2008). Hasil/Temuan: Penelitian ini menunjukkan bahwa Pemerintah Kota Palu telah menjalin kerja sama strategis dengan pihak swasta PT. Dewa Aksara Nusantara, pemilik branding ISO Jepang sebagai Pusat Standardisasi Pelatihan Bahasa Jepang, yang mempersiapkan calon pekerja dalam Program Specified Skilled Worker (SSW) Jepang. Faktor pendukung utama keberhasilan kolaborasi meliputi komitmen pemerintah daerah, keterlibatan aktif sektor swasta, dan dukungan regulasi yang memadai. Adapun hambatan yang dihadapi dalam proses kolaboratif mencakup keterbatasan sumber daya, rendahnya partisipasi masyarakat, serta inefisiensi administrasi. Untuk mengatasi hambatan tersebut, pemerintah telah melakukan penyuluhan, peningkatan kualitas rekrutmen, subsidi pelatihan, serta pendampingan dan fasilitasi pembiayaan bagi peserta program. Kesimpulan: Collaborative governance dalam penanganan pengangguran terbuka di Kota Palu menunjukkan efektivitas yang cukup tinggi dan berkelanjutan. Kolaborasi ini berpotensi menjadi solusi strategis jangka panjang dalam mengurangi angka pengangguran dan meningkatkan kualitas tenaga kerja daerah. ABSTRACT Problem Statement/Background (GAP): Palu City has significant human resource potential and a strategic position as the capital of Central Sulawesi Province. However, open unemployment remains a major challenge, recorded at 5.65% in 2023. Purpose: This study aims to analyze the implementation of Collaborative governance in addressing the issue of open unemployment in Palu City, Central Sulawesi. Method: The research employs a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation. The theoretical framework refers to the Collaborative governance model developed by Ansell and Gash (2008). Result: The findings show that the Palu City Government has established a strategic partnership with the private sector, specifically PT. Dewa Aksara Nusantara, which holds the ISO Japan brand as the Center for Standardized Japanese Language Training, to prepare prospective workers through the Specified Skilled Worker (SSW) program for Japan. The main supporting factors for the success of this collaboration include the commitment of the local government, active participation of the private sector, and adequate regulatory support. Meanwhile, the challenges encountered in the collaborative process involve limited resources, low community participation, and administrative inefficiencies. To overcome these barriers, the government has conducted public outreach to shift mindsets, improved recruitment quality, provided training subsidies, and offered mentoring and financial facilitation for program participants. Conclusion: Collaborative governance in addressing open unemployment in Palu City has demonstrated a relatively high and sustainable level of effectiveness.
