Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan keterwakilan perempuan di DPRD Kota Ternate periode 2024–2029 dari total 30 anggota legislatif, serta merumuskan upaya-upaya yang dapat dilakukan untuk meningkatkannya. Karena Meskipun jumlah pemilih perempuan di Kota Ternate mencapai 50,4%, keterwakilan mereka dalam lembaga legislatif masih jauh dari kuota minimal 30% yang diamanatkan oleh undang-undang. Pendekatan kualitatif deskriptif digunakan dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Penelitian ini menggunakan teori utama Hanna Pitkin teori representasi politik. Penelitian melibatkan 17 informan dari berbagai kalangan, Ketua DPRD, Pengurus partai politik, Anggota DPRD perempuan, dan masyarakat sekitar di Kota Ternate. Hasil penelitian menunjukkan keterwakilan perempuan di DPRD Kota Ternate periode 2024–2029 yang hanya mencapai 13,3% dari total 30 anggota legislatif, pentingnya reformasi internal partai politik, penguatan kapasitas caleg perempuan, dan kampanye publik berbasis kesetaraan gender. Penelitian ini menyimpulkan bahwa Pemerintah Daerah telah menetapkan regulasi terkait dukungan untuk keterwakilan di kota Ternate mencapai kuota minimal. Hanya saja belum efektif pola rekrutmen pada calon anggota DPRD, dan terkhusus perempuan di Kota Ternate masih rendah minat untuk masuk di dunia politik dikarenakan budaya politik yang masih sangat kuat. Kata kunci: Keterwakilan Perempuan, Politik Lokal, Pemerintah Daerah ABSTRACT This study aims to analyze and describe the representation of women in the Regional People's Representative Council (DPRD) of Ternate City for the 2024–2029 period, out of a total of 30 legislative members, and to formulate efforts that can be undertaken to improve it. Although female voters in Ternate City account for 50.4% of the electorate, their representation in the legislative body remains far below the minimum 30% quota mandated by law. A descriptive qualitative approach was used, with data collected through observation, interviews, and documentation. The study employs Hanna Pitkin’s theory of political representation as its main theoretical framework. The research involved 17 informants from various backgrounds, including the Chairperson of the DPRD, political party officials, female DPRD members, and local community members in Ternate City. The findings show that women's representation in the DPRD of Ternate City for the 2024–2029 period only reaches 13.3% of the total 30 legislative members. This highlights the importance of internal political party reform, strengthening the capacity of female legislative candidates, and conducting public campaigns based on gender equality. The study concludes that the local government has established regulations supporting the achievement of the minimum quota for representation in Ternate City. However, recruitment patterns for DPRD candidates are still ineffective, and specifically, women's interest in entering politics remains low due to the strong prevailing political culture.
