Abstract
ABSTRACT Problem Statement/Background (GAP): PMI from Sikka Regency who work overseas still face various serious problems, such as non-procedural deployment and the low quality of human resources among prospective PMIs. Purpose: This research aims to examine the implementation of the Protection Program for Indonesian Migrant Workers (PMI) Pre-Employment at the Department of Manpower and Transmigration of Sikka Regency. Method: This research uses the theory of effectiveness according to Sutrisno with dimensions namely program understanding, target accuracy, timeliness, goal achievement, and real change.The research method used is a qualitative descriptive research method. Data collection techniques used are observation, interviews and documentation and data analysis techniques used are data reduction, data presentation, and drawing conclusions. Result: Research findings show that the success of the PMI Protection Program in Sikka Regency is supported by inter-agency synergy, clear regulations, the active role of the Department of Manpower and Transmigration, and community participation. Conclusion: Program implementation still faces obstacles such as limited data, the prevalence of non-procedural deployments, limited resources, and the low quality of prospective PMI human resources. To overcome these challenges, the local government conducts training and evaluation, disseminates information through outreach, enforces strict supervision, strengthens cross-sector collaboration, and develops data and program evaluation. These efforts have had a positive impact on improving the welfare, safety, and protection of the rights and obligations of migrant workers from Sikka Regency, both administratively and technically. Key Words : Migrant Worker, Protection Program, Welfare ABSTRAK Permasalahan/Latar Belakang (GAP): PMI asal Kabupaten Sikka yang bekerja di luar negeri masih menghadapi berbagai permasalahan serius, seperti pengiriman non-prosedural dan rendahnya kualitas sumber daya manusia calon PMI. Tujuan: Penelitian ini bertujuan untuk mengetahui implementasi Program Pelindungan Pekerja Migran (PMI) Prakerja di Dinas Tenaga Kereja dan Transmigrasi Kabupaten Sikka. Metode: Penelitian ini menggunakan teori efektivitas oleh menurt Sutrisno dengan dimensi yaitu pemahaman program, ketepatan sasaran, ketepatan waktu, tercapainya tujuan, dan perubahan nyata. Metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara (4 orang narasumber) dan dokumentasi serta teknik analisis data yang digunakan yaitu yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa keberhasilan Program Pelindungan PMI di Kabupaten Sikka didukung oleh sinergi antarinstansi, regulasi yang jelas, peran aktif Dinas Tenaga Kerja dan Transmigrasi, serta partisipasi masyarakat. Kesimpulan: Pelaksanaan program masih menghadapi hambatan seperti keterbatasan data, maraknya pengiriman non-prosedural, keterbatasan sumber daya, dan rendahnya kualitas SDM calon PMI. Untuk mengatasi hambatan tersebut, pemerintah daerah melakukan pelatihan dan evaluasi, sosialisasi informasi, pengawasan ketat, penguatan kerja sama lintas sektor, serta pengembangan data dan evaluasi program. Upaya-upaya ini berdampak positif terhadap peningkatan kesejahteraan, keamanan, serta perlindungan hak dan kewajiban tenaga kerja migran asal Kabupaten Sikka, baik secara administratif maupun teknis.
