Abstract

ABSTRACT Problem/Background (GAP): The underlying issue that prompted this research is the need to optimize public service systems, particularly in the field of building permit services, which play a strategic role in supporting regional infrastructure development and serve as a source of local revenue. The Building Approval (PBG), as a replacement for the former Building Permit (IMB), is expected to function as a more effective, efficient, transparent, and accountable licensing instrument to stimulate regional economic growth. However, in practice, various challenges persist, including bureaucratic inefficiencies, limited human resources, and low levels of digital literacy among the public, all of which hinder the optimal delivery of services. Purpose: to find out the effectiveness of building approval licensing service (PBG) in increasing local revenue in Balikpapan City, East Kalimantan Province. Method: descriptive qualitative approach with data collection techniques through interview, observation, and documentation. The informants in this study consist of officials and staff at the One-Stop Investment and Integrated Service Office (DPMPTSP) of Balikpapan City as well as the public as service users. This research uses the theory of public service effectiveness as the foundation to measure service aspects such as accessibility, speed, transparency, accountability, and public satisfaction. Results/Findings: The research findings indicate that in the accessibility dimension, the online service system has facilitated the public in accessing information and submitting permit applications. In the speed dimension, although a digital system is in place, the document verification process remains hindered by bureaucratic procedures. The transparency dimension shows progress through the availability of information and the ability to track application status online. However, in the accountability dimension, there are still weaknesses in periodic evaluations and public participation. The public satisfaction dimension reflects a generally positive reception, although some respondents expressed concerns about the complexity of the process. Overall, the PBG service has made a tangible contribution to local revenue (PAD) through permit fees, but it still requires continuous improvements. Conclusion: increasing the effectiveness of PBG licensing services can encourage PAD optimization in Balikpapan City, with a note that there needs to be continuous improvement through service digitalization, increasing the capacity of the apparatus, and more massive socialization to the public. Keywords: Service Effectiveness, Building Permit (PBG), Regional Original Revenue (PAD), Public Service, Balikpapan City ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan yang melatarbelakangi penelitian ini adalah perlunya optimalisasi sistem pelayanan publik, khususnya di sektor perizinan bangunan gedung, yang memiliki peran strategis dalam mendukung pembangunan infrastruktur serta menjadi sumber pendapatan daerah. PBG, sebagai pengganti IMB, diharapkan mampu menjadi instrumen pelayanan yang lebih efektif, cepat, transparan, dan akuntabel dalam mendorong pertumbuhan ekonomi daerah. Namun, dalam praktiknya, masih ditemukan kendala birokrasi, keterbatasan SDM, serta rendahnya literasi digital masyarakat, yang menghambat pelayanan optimal. Tujuan: untuk mengetahui efektivitas pelayanan perizinan persetujuan bangunan gedung (PBG) dalam meningkatkan pendapatan asli daerah di Kota Balikpapan Provinsi Kalimantan Timur. Metode: pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan dalam penelitian ini terdiri dari pejabat dan staf di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Balikpapan serta masyarakat sebagai pengguna layanan. Penelitian ini menggunakan teori efektivitas pelayanan publik sebagai landasan untuk mengukur aspek-aspek pelayanan seperti aksesibilitas, kecepatan, transparansi, akuntabilitas, dan kepuasan masyarakat. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pada dimensi aksesibilitas, sistem layanan daring telah mempermudah masyarakat dalam mengakses informasi dan mengajukan perizinan. Pada dimensi kecepatan, meskipun terdapat sistem digital, proses verifikasi dokumen masih terhambat oleh prosedur birokratis. Dimensi transparansi menunjukkan kemajuan melalui keterbukaan informasi dan pelacakan status permohonan secara daring. Namun, pada dimensi akuntabilitas, masih terdapat kelemahan dalam evaluasi berkala dan pelibatan masyarakat. Adapun dimensi kepuasan masyarakat menunjukkan tingkat penerimaan yang baik, meskipun sebagian responden mengeluhkan proses yang masih rumit. Secara keseluruhan, PBG telah memberikan kontribusi nyata terhadap PAD melalui retribusi, namun memerlukan perbaikan berkelanjutan. Kesimpulan: peningkatan efektivitas pelayanan perizinan PBG dapat mendorong optimalisasi PAD di Kota Balikpapan, dengan catatan bahwa perlu adanya perbaikan berkelanjutan melalui digitalisasi layanan, peningkatan kapasitas aparatur, serta sosialisasi yang lebih masif kepada masyarakat.
