Abstract
Problem/Background (GAP): Waste has become a serious problem in several areas, one of which is in Blitar Regency. Waste in Blitar Regency tends to increase every year. The Blitar Regency Government has actually implemented collaborative governance in managing waste to reduce the amount of waste generated. However, the objectives of collaborative governance have not been achieved properly. Purpose: The objective of this study is to determine and analyze the implementation of collaborative governance in waste management in Blitar Regency. Method: This study uses a qualitative descriptive writing method. Data collection techniques in the form of observation, interviews, and documentation. In writing this thesis, the main theory of collaborative governance according to Ansel & Gash (2007) is used, where there are four dimensions, namely initial conditions, institutional design, facilitative leadership, and collaborative processes. Results: The results of the study show that collaborative governance in waste management in Blitar Regency has been implemented by the Environmental Service, Village Government, Mr. Muryani as the private sector, and the Bank Sampah Community Self-Help Group. However, collaborative governance that has been implemented by stakeholders has not been optimal. Of the four dimensions according to the collaborative governance theory according to Ansel & Gash (2007), there is only one dimension that has been successfully implemented, namely the dimension of facilitative leadership. While the other three dimensions have not been successfully implemented, namely the dimensions of initial conditions, institutional design, and collaborative processes. In the first dimension, namely initial conditions, only one indicator has been successfully implemented, namely the imbalance of resources and knowledge. While the other two indicators have not been successfully implemented, namely incentives and constraints, and the history of cooperation. In the second dimension, namely institutional design, there are two indicators that have been successfully implemented, namely inclusive participation and process transparency. While one other indicator has not been successfully implemented, namely clear basic rules. Furthermore, in the third dimension, namely facilitative leadership. All indicators in it have been successfully implemented, namely adequate management of the collaboration process, management of the ability to implement technical credibility, and empowering collaboration to make credible and convincing decisions. In the last or fourth dimension, namely the collaborative process, there are three indicators that have been successfully implemented, namely building trust, commitment to the process, and shared understanding. However, there is one indicator that has not been successfully implemented, namely interim results. Conclusion: Based on the problems faced, it is necessary to optimize the implementation of collaborative governance in waste management in Blitar Regency. Recommendation: The Blitar Regency Government can create a regulation or regulation that can be used as a legal umbrella in the implementation of collaborative governance, improve the quality of communication between stakeholders, and consider providing incentives to stakeholders.
