Abstract
ABSTRACT Problem/Background (GAP): The implementation of the SIMANIS (Data and Information Management System) Application in Jayawijaya Regency as a medium for collecting data between Regional Apparatus Organizations (OPD) still faces a number of obstacles, especially related to limited network infrastructure and low digital literacy of OPD apparatus. Objective: This study aims to analyze the Implementation of the SIMANIS Application and identify the obstacles faced in its utilization. Methods: The method used is a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, documentation, and supported by questionnaires as simple quantitative data. Results/Findings: The results of the study indicate that although SIMANIS is able to improve the efficiency and accuracy of sectoral data management, its implementation has not been optimal due to limited internet connectivity, lack of ongoing training, and differences in readiness between OPDs. Conclusion: The conclusion of this study confirms that the success of SIMANIS is greatly influenced by the readiness of infrastructure and human resource competence, so it is necessary to improve training and equalize network development throughout the OPD area. Keywords: SIMANIS, E-Government, Data Collection, OPD, Jayawijaya ABSTRAK Permasalahan/Latar Belakang (GAP): Penerapan Aplikasi SIMANIS (Sistem Manajemen Data dan Informasi) di Kabupaten Jayawijaya sebagai media pengumpulan data antar Organisasi Perangkat Daerah (OPD) masih menghadapi sejumlah kendala, terutama terkait keterbatasan infrastruktur jaringan dan rendahnya literasi digital aparatur OPD. Tujuan: Penelitian ini bertujuan untuk menganalisis Penerapan Aplikasi SIMANIS. Metode: Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dokumentasi, serta didukung oleh kuesioner sebagai data kuantitatif sederhana. Hasil/Temuan: Hasil penelitian menunjukkan bahwa meskipun SIMANIS mampu meningkatkan efisiensi dan akurasi pengelolaan data sektoral, implementasinya belum optimal akibat keterbatasan konektivitas internet, kurangnya pelatihan berkelanjutan, dan perbedaan kesiapan antar-OPD. Kesimpulan: Kesimpulan dari penelitian ini menegaskan bahwa keberhasilan SIMANIS sangat dipengaruhi oleh kesiapan infrastruktur dan kompetensi sumber daya manusia, sehingga perlu dilakukan peningkatan pelatihan dan pemerataan pembangunan jaringan di seluruh wilayah OPD.
