Abstract
Problem Statement/Background (GAP): Started from problems that occurred due to flood disaster in Binjai City which resulted in damage to facilities and infrastructure. So that post-disaster reconstruction is carried out. Purpose: to describe and analyze the inhibiting factors faced and the strategy of the Regional Disaster Management Agency of Binjai City in dealing with the problems faced in the implementation of reconstruction. Method: This study used qualitative research methods. The data in this study were collected through interviews, documentation and observation. SWOT analysis technique is used to reduce, present and conclude. Result: The results obtained from this study in dealing with the problems of the implementation of reconstruction in Binjai City, North Sumatra Province based on a study on the strategy of the Regional Disaster Management Agency of Binjai City in dealing with reconstruction problems have internal factors and external factors. In handling the problems faced by the implementation of reconstruction after the flood disaster, it is considered quite good even though there are obstacles in the form of a lack of budget, coordination between stakeholders who lack coordination, the many demands of the community and the culture of the people who reject the implementation of the reconstruction. Conclusion: The Regional Disaster Management Agency for Binjai City in dealing with the problems of the implementation of reconstruction has various strategies such as making policies and programs that are more specific and involving stakeholders in supporting policies and programs for implementing post-disaster reconstruction, increasing the active role of all parties and utilizing social media as a means of aid information social.
