Abstract
ABSTRACT Problem/Background (GAP): The government in carrying out its duties is responsible for creating and maintaining public peace and order. The emergence of many entertainment venues and violations that occur in their implementation are one of the contributors to problems related to peace and order in the community. In West Pasaman Regency, problems related to entertainment venues are a problem that is found every year, especially entertainment venues, cafes and karaoke. In this case, the Pamong Praja Police Unit is the party that plays a role and has responsibility in carrying out control related to these problems. Porpose: This study aims to find out the description, obstacles and efforts to improve the role of the Pamong Praja Police Unit in regulating café and karaoke entertainment venues in West Pasaman Regency, West Sumatra Province. Method: The method used in this study is qualitative descriptive with an inductive approach. Then with data collection techniques using techniques, interview observation, and documentation. Results/Findings: The results of this study show the obstacles of the West Pasaman Regency Satpol PP in the implementation of control, namely: information leakage in the implementation of control, lack of apparatus and facilities, and there is no clear explanation of the SOPs for the regulation of café and karaoke entertainment venues in the 2021-2026 strategic plan. Conclusion: The role of Satpol PP in the regulation of café and karaoke entertainment venues is an obstacle in its implementation so that the role of regulation is still not optimal to overcome problems related to café and karaoke entertainment venues in West Pasaman Regency. Keywords: Role, Satpol PP, Control, Entertainment Venues ABSTRAK Permasalahan/Latar Belakang (GAP): Pemerintah dalam menjalani tugasnya bertanggung jawab menciptakan dan menjaga ketentraman dan ketertiban umum. Banyak bermunculannya tempat hiburan dan pelanggaran yang terjadi dalam pelaksanaannya menjadi salah satu penyumbang permasalahan terkait ketentraman dan ketertiban di masyarakat. Pada Kabupaten Pasaman Barat permasalahan terkait tempat hiburan ini menjadi permasalahan yang banyak ditemukan setiap tahunnya terkhusunya tempat hiburan kafe dan karaoke. Dalam hal ini Satuan Polisi Pamong Praja adalah pihak yang berperan dan memiliki tanggung jawab dalam melakukan penertiban terkait permasalahan tersebut. Tujuan: Penelitian ini bertujuan untuk mengetahui gambaran, hambatan dan upaya untuk meningkatkan peranan Satuan Polisi Pamong Praja dalam menertibkan tempat hiburan kafe dan karaoke di Kabupaten Pasaman Barat Provinsi Sumatera Barat. Metode: yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan pendekatan induktif. Kemudian dengan teknik pengumpulan data menggunakan Teknik, obsevasi wawancara, dan dokumentasi. Hasil/Temuan: Hasil penelitian ini menunjukkan hambatan Satpol PP Kabupaten Pasaman Barat dalam pelaksanaan penertiban yaitu: kebocoran informasi pada pelaksanaan penertiban, kurangnya aparatur dan fasilitas, serta belum ada penjelasan SOP penertiban tempat hiburan kafe dan karaoke secara jelas pada renstra 2021-2026. Kesimpulan: Peranan Satpol PP dalam Penertiban tempat hiburan kafe dan karaoke hambatan dalam pelaksanaannya sehingga peranan penertiban masih belum optimal untuk mengatasi permasalahan terkait tempat hiburan kafe dan karaoke di Kabupaten Pasaman Barat.
