Abstract
ABSTRACT Problem Statement (Kesenjangan Penelitian): The value of the Toba Regency Electronic-Based Government System index only reached 2.16 in 2023 and did not meet the minimum index value set and was among the seven lowest out of 28 regencies in North Sumatra. Purpose: The purpose of this study is to analyze the implementation of smart governance through collaboration between stakeholders. Method: This study uses a qualitative descriptive method and analysis using the Collaborative Governance theory according to Emerson and Nabatchi (2015). Data collection techniques were carried out through interviews (8 informants), observation and documentation.. Result: The findings obtained by the author are in the Collaboration Dynamics dimension on the indicators of principled engagement, shared motivation and capacity for joint action have shown a common goal and good commitment between the government, private sector and society. And drivers show the role of leaders who support the development of smart governance even though in terms of uncertainty, interdependence and incentive consequential it is still not optimal. Conclusion: The implementation of collaborative governance in the development of smart governance in Toba Regency has been good, which is indicated by the increase in the SPBE index value of Toba Regency from 2.16 in 2023 to 2.98 in 2024. Keywords: Collaborative Governance, Smart governance, Collaboration, Public Services ABSTRAK Permasalahan (Kesenjangan Penelitian): Nilai indeks Sistem Pemerintahan Berbasis Elektonik Kabupaten Toba yang hanya menyentuh nilai 2.16 pada tahun 2023 dan tidak memenuhi nilai indeks minimal yang ditetapkan dan termasuk tujuh terendah dari 28 kabupaten di Sumatera Utara Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis penerapan smart governance melalui kolaborasi antara pemangku kepentingan. Metode: Penelitian ini menggunakan metode kualitatif dekriptif dan analisis menggunakan toeri Collaborative Governance menurut Emerson dan Nabatchi (2015). Teknik pengumpulan data dilakukan wawancara (8 informan), observasi dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis yaitu pada dimensi Dinamika Kolaborasi pada indikator principled engagement, shared motivation dan capacity for joint action sudah menunjukkan adanya kesamaan tujuan dan komitmen yang baik antar pemerintah, swasta dan masyarakat. Dan drivers menunjukkan peran pemimpin yang mendukung dalam pengembangan smart governance walaupun dari segi uncertainty, interdependence dan incentive consequential masih belum optimal. Kesimpulan: Pelaksanaan collaborative governance dalam pengembangan smart governance di Kabupaten Toba sudah baik yang ditujukan dengan naiknya nilai indeks SPBE Kabupaten Toba yang sebelumnya 2.16 pada tahun 2023 menjadi 2,98 pada tahun 2024.
