Abstract

ABSTRACT Problem Statement/Background (GAP): The phenomenon of teacher transfers in Muna Regency after the 2020 Pilkada raises strong suspicions of political intervention. The transfers, which should have been aimed at improving the quality of education, are suspected of being influenced by political loyalty to the incumbent, so that the policy is no longer fully oriented towards professionalism and the institutional needs of education. Purpose: To find out the form of political intervention in the mutation of State Civil Apparatus (ASN), especially teacher mutations after the 2020 Pilkada in Muna Regency. Method: This study uses a qualitative method with a case study approach to political intervention theory (Wibowo & Wirambara, 2022). Data collection was carried out through in-depth interviews (11 informants), as well as documentation from related institutions. Result: his study found that political intervention in teacher transfers occurs through four main dimensions: First, political primordialism; where the main indication is the politics of favors, teachers who support the incumbent are maintained in strategic locations, while those who are not loyal are transferred far away, even though closeness of kinship is not a dominant factor. Second, the check and balance mechanism does not run effectively; the DPRD is less than optimal in supervising the transfer policy, and the decision-making process is carried out without transparency and without a basis for performance evaluation. Third, the power of politicians is used to manipulate the bureaucracy; regional officials use their influence to direct teachers' political choices and promise special treatment for those who are loyal, and transfer sanctions for those who do not support. Fourth, the rules are not implemented according to the principle of meritocracy; the implementation of transfers ignores performance evaluations and does not involve the teachers concerned. In addition, weak enforcement of the code of ethics and supervision makes transfers used as a tool for political revenge, even against teachers who are neutral or approaching retirement. Conclusion: The transfer of teachers in Muna Regency after the 2020 Pilkada did not run according to the principles of professionalism, but was influenced by the political interests of the incumbent. The transfer process was used as a means of political reward and punishment, which had a negative impact on the arrangement of education. Keywords: Political Intervention; Mutation; ASN; 2020 Pilkada ABSTRAK Permasalahan/Latar Belakang (GAP): Fenomena mutasi guru di Kabupaten Muna pasca Pilkada 2020 menimbulkan dugaan kuat adanya intervensi politik. Mutasi yang seharusnya bertujuan untuk meningkatkan kualitas pendidikan justru diduga dipengaruhi oleh loyalitas politik terhadap petahana, sehingga kebijakan tersebut tidak lagi sepenuhnya berorientasi pada profesionalisme dan kebutuhan institusional pendidikan. Tujuan: Untuk mengetahui bentuk intervensi politik dalam mutasi Aparatur Sipil Negara (ASN) khususnya mutasi guru Pasca Pilkada 2020 di Kabupaten Muna. Metode : Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus terhadap intervensi politik teori (Wibowo & Wirambara, 2022). Pengumpulan data dilakukan melalui wawancara mendalam (11 informan), serta dokumentasi dari lembaga terkait. Hasil/Temuan: Penelitian ini menemukan bahwa intervensi politik dalam mutasi guru terjadi melalui empat dimensi utama: Pertama, primordialisme politik; dimana indikasi utama berupa politik balas budi guru yang mendukung petahana dipertahankan di lokasi strategis, sementara yang tidak loyal dimutasi jauh, meskipun kedekatan kekerabatan bukan faktor dominan. Kedua, mekanisme check and balance tidak berjalan efektif; DPRD kurang optimal dalam mengawasi kebijakan mutasi, dan proses pengambilan keputusan dilakukan tanpa transparansi serta tanpa dasar evaluasi kinerja. Ketiga, kekuasaan politisi digunakan untuk memanipulasi birokrasi; pejabat daerah menggunakan pengaruhnya untuk mengarahkan pilihan politik guru dan menjanjikan perlakuan khusus bagi yang loyal, serta sanksi mutasi bagi yang tidak mendukung. Keempat, perangkat aturan tidak dijalankan sesuai prinsip meritokrasi; pelaksanaan mutasi mengabaikan evaluasi kinerja dan tidak melibatkan guru yang bersangkutan. Selain itu, lemahnya penegakan kode etik dan pengawasan membuat mutasi digunakan sebagai alat balas dendam politik, bahkan terhadap guru yang netral atau menjelang pensiun. Kesimpulan: Mutasi guru di Kabupaten Muna pasca Pilkada 2020 tidak berjalan sesuai prinsip profesionalisme, tetapi dipengaruhi oleh kepentingan politik petahana. Proses mutasi digunakan sebagai alat balas jasa dan hukuman politik, yang berdampak negatif terhadap penataan pendidikan.
