Abstract
ABSTRACT Problem Statement/Background (GAP): Indragiri Hulu Regency faces significant challenges in managing forest and land fires due to the dominance of highly flammable peatlands. Purpose: This study aims to analyze the implementation of collaborative governance in preventing forest and land fire disasters in Indragiri Hulu Regency. Method: The research employs a descriptive qualitative method, drawing data from various sources, including the Regional Disaster Management Agency (KPBD), local oil palm plantation companies, and village communities. Result: The findings indicate that collaboration among actors has been established through various activities such as joint preparedness rallies, public awareness campaigns, coordination meetings, and joint patrols. However, there is a need to strengthen the intensity of joint actions, coordination mechanisms, provision of infrastructure, and capacity-building through regular training. Conclusion: Collaborative governance in forest and land fire prevention in Indragiri Hulu Regency has been initiated. However, this study emphasizes the need for strengthening collaboration through more intensive joint activities, improved coordination, adequate infrastructure, and enhanced human resource competencies to increase the effectiveness of disaster prevention efforts. Keywords: Collaboration, Prevention, Forest and Land Fires ABSTRAK Permasalahan/Latar Belakang (GAP): Kabupaten Indragiri Hulu mengalami kesulitan dalam penanganan kebakaran hutan dan lahan karena sebagian besar wilayahnya didominasi oleh tanah gambut yang mudah. Tujuan: Tujuan dari penelitian ini adalah menganalisis implementasi collaborative governance dalam pencegahan bencana kebakaran hutan dan lahan di Kabupaten Indragiri Hulu. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan sumber data dari berbagai unsur seperti Kantor Penanggulangan Bencana Daerah(KPBD), perusahaan kebun sawit lokal, dan masyarakat desa. Hasil/Temuan: Hasil penelitian menunjukkan bahwa kolaborasi antar aktor sudah terjalin melalui berbagai kegiatan seperti apel gabungan, sosialisasi, rapat koordinasi, dan patroli bersama, namun masih diperlukan penguatan dalam intensitas kegiatan bersama, koordinasi, serta pemenuhan sarana dan pelatihan sumber daya manusia. Kesimpulan: Collaborative governance dalam pencegahan kebakaran hutan dan lahan di Kabupaten Indragiri Hulu telah berjalan. Namun, penelitian ini menekankan perlunya penguatan kolaborasi melalui kegiatan bersama yang lebih intensif, peningkatan koordinasi, pemenuhan sarana dan prasarana, serta peningkatan kompetensi sumber daya manusia untuk meningkatkan keberhasilan pencegahan kebakaran hutan dan lahan.
