Abstract
ABSTRACT Problem Statement: The increasingly developing technological era affects crucial roles in various aspects of life. The advancement of technology requires the government to realize services by utilizing technology, namely electronic-based government (e-government). This research focuses on the implementation of e-government in improving tourism information services through the SRI GITARJA website (Digital Tourism Information System of Mojokerto Regency) in Mojokerto Regency, East Java. The purpose of this research is to understand the implementation of the SRI GITARJA website as a tourism information service medium and to identify obstacles and efforts made by the Department of Culture, Youth, Sports, and Tourism of Mojokerto Regency in its application. Method: This research uses a descriptive qualitative method with data collection through interviews, observation, and documentation. The analysis used refers to the theory of Successful Elements of E-Government Implementation by Richardus Eko Indrajit (2016), which includes three main elements: Support, Capacity, and Value. Result: The results show that the implementation of the SRI GITARJA website as a tourism information service medium in Mojokerto Regency has not been running optimally. In the Support element, it was found that the implementation of e-government has been supported by regulations in the form of Presidential Regulation Number 95 of 2018 and Mojokerto Regent Regulation Number 15 of 2021 concerning Electronic-Based Government Systems, but socialization to the community is still limited. In the Capacity element, there are still limitations in financial resources, network infrastructure, and human resources competent in information technology. In the Value element, the SRI GITARJA website has provided benefits for the community in obtaining tourism information and online ticket booking, as well as for the government in promoting tourism potential in Mojokerto Regency. Some of the main obstacles found include lack of budget especially for website socialization, limited human resources competent in IT, limited network infrastructure, and lack of direct socialization to the community. Conclusion: The SRI GITARJA website has provided benefits for both the community in obtaining tourism information and online ticket booking, as well as for the government in promoting the tourism potential of Mojokerto Regency. However, overall it has not been running optimally as there are still several obstacles or constraints that need to be improved, implemented, and enhanced. Keywords: E-Government, Website, Information Services, Tourism, SRI GITARJA, Mojokerto Regency ABSTRAK Permasalahan (Kesenjangan Penelitian): Era teknologi yang semakin berkembang mempengaruhi peranan krusial dalam aspek kehidupan. Semakin majunya perkembangan teknologi menuntut pemerintah agar mewujudkan pelayanan dengan pemanfaat teknologi yakni pemerintahan berbasis elektronik (e-government). Penelitian ini berfokus pada penerapan e-government dalam peningkatan layanan informasi pariwisata melalui website SRI GITARJA (Sistem Informasi Digital Pariwisata Kabupaten Mojokerto) di Kabupaten Mojokerto, Jawa Timur. Tujuan: Tujuan penelitian ini adalah untuk mengetahui implementasi website SRI GITARJA sebagai media layanan informasi pariwisata serta mengidentifikasi hambatan dan upaya yang dilakukan oleh Dinas Kebudayaan, Kepemudaan, Olahraga dan Pariwisata Kabupaten Mojokerto dalam penerapannya. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis yang digunakan merujuk pada teori Elemen Sukses Penerapan E-Government oleh Richardus Eko Indrajit (2016) yang meliputi tiga elemen utama yaitu Support (Pendukung), Capacity (Kapasitas), dan Value (Manfaat). Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi website SRI GITARJA sebagai media layanan informasi pariwisata di Kabupaten Mojokerto belum berjalan secara optimal. Pada elemen Support, ditemukan bahwa penerapan e-government telah didukung oleh regulasi berupa Peraturan Presiden Nomor 95 Tahun 2018 dan Peraturan Bupati Mojokerto Nomor 15 Tahun 2021 tentang Sistem Pemerintahan Berbasis Elektronik, namun sosialisasi kepada masyarakat masih terbatas. Pada elemen Capacity, masih terdapat keterbatasan pada sumber daya finansial, infrastruktur jaringan, dan sumber daya manusia yang berkompeten di bidang teknologi informasi. Pada elemen Value, website SRI GITARJA telah memberikan manfaat baik bagi masyarakat dalam memperoleh informasi pariwisata dan pemesanan tiket online, maupun bagi pemerintah dalam mempromosikan potensi wisata Kabupaten Mojokerto. Beberapa hambatan utama yang ditemukan antara lain kurangnya anggaran khususnya untuk sosialisasi website, minimnya sumber daya manusia yang berkompeten di bidang IT, keterbatasan infrastruktur jaringan, serta kurangnya sosialisasi secara langsung kepada masyarakat. Kesimpulan: Website SRI GITARJA telah memberikan manfaat baik bagi masyarakat dalam memperoleh informasi pariwisata dan pemesanan tiket online, maupun bagi pemerintah dalam mempromosikan potensi wisata Kabupaten Mojokerto akan tetapi secara keseluruhan belum berjalan secara optimal dimana masih terdapat beberapa hambatan atau kendala yang masih perlu diperbaiki, diadakan dan ditingkatkan.
