Abstract
ABSTRACT Problem statement/background (GAP): This study is motivated by the increasing number of demonstrations in North Sumatra Province in recent years, which have the potential to disrupt public order and safety, often resulting in anarchic actions and riots. The procedures for expressing aspirations in public spaces have been clearly regulated in the Regulation of the Minister of Home Affairs Number 26 of 2020. However, in practice, enforcement efforts remain suboptimal, necessitating the implementation of effective and solution-oriented measures. Purpose: To analyze the approach taken by the Civil Service Police Unit (Satpol PP) of North Sumatra Province in handling demonstrations through mediation, as well as the inhibiting factors encountered during the process. Method: This research employs a qualitative approach with descriptive methods, involving interviews and observations to gather data from relevant informants. Results: The findings indicate that while the Satpol PP of North Sumatra Province has made efforts to manage demonstrations, these efforts have not been fully effective. Delays in the presence of government representatives during demonstrations and dissatisfaction among demonstrators regarding the outcomes of mediation are the main obstacles. The steps taken by Satpol PP to overcome these challenges include early detection and monitoring of mass mobilization, as well as improved coordination with related stakeholders. Conclusion: Satpol PP prepares substitute representatives when government officials are unable to attend demonstrations, strengthens coordination with agencies related to the demonstrators’ demands, and implements capacity-building activities for mediators in handling protests. This study is expected to contribute to the development of more effective policies and practices in managing demonstrations in North Sumatra Province. ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini dilandasi maraknya aksi unjuk rasa yang terjadi di Provinsi Sumatera Utara beberapa tahun terakhir, yang berpotensi menimbulkan gangguan terhadap ketentraman dan ketertiban umum seperti tindakan anarkisme dan kerusuhan. Tata cara menyampaikan aspirasi di ruang publik telah diatur secara tegas dalam Peraturan Menteri Dalam Negeri Nomor 26 Tahun 2020. Namun demikian, realita di lapangan menunjukan upaya penertiban belum berjalan optimal sehingga memerlukan langkah-langkah solutif dan efektif yang dapat diterapkan. Tujuan: Menganalisis bentuk penanganan unjuk rasa melalui mediasi oleh Satuan Polisi Pamong Praja Provinsi Sumatera Utara serta faktor-faktor penghambat yang dihadapi dalam proses tersebut. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, melibatkan wawancara dan observasi untuk mengumpulkan data dari informan yang relevan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa penanganan aksi unjuk rasa oleh Satpol PP Provinsi Sumatera Utara telah dilaksanakan, namun belum optimal. Keterlambatan perwakilan pemerintah dalam menghadiri aksi unjuk rasa dan ketidakpuasan massa aksi terhadap hasil mediasi menjadi faktor penghambat utama. Upaya yang dilakukan oleh Satpol PP untuk mengatasi hambatan tersebut meliputi deteksi dini dan pemantauan perkembangan massa aksi, serta koordinasi yang lebih baik dengan pihak-pihak terkait. Kesimpulan: Satpol PP mempersiapkan pengganti perwakilan pemerintah penerima aksi unjuk rasa yang tidak dapat hadir, meningkatkan koordinasi dengan dinas terkait tuntutan massa aksi, serta menlaksanakan kegiatan peningkatan kemampuan mediator dalam penanganan unjuk rasa. Penelitian ini diharapkan dapat memberikan kontribusi bagi pengembangan kebijakan dan praktik penanganan unjuk rasa yang lebih efektif di Provinsi Sumatera Utara.
