Abstract
Problem Statement/Background (GAP): This study addresses several issues. First, the implementation of E-Government readiness in Indonesia still faces challenges, including limited accessibility, infrastructure gaps, and the quality of public services. Second, one of the regions facing problems in E-Government readiness is Gorontalo City, as reflected in its relatively low SPBE index score of 2.59, categorized as "Fair." Third, the management of domains and subdomains has not been effective in key regional government agencies, such as the Regional Finance Agency and Aloei Saboe Regional General Hospital in Gorontalo City.. Purpose: This study aims to analyze the readiness of E-Government in Gorontalo City to support the improvement of the SPBE index score in Gorontalo City, Gorontalo Province. Method: The method used in this study is qualitative with a descriptive approach to the implementation of the system. Data collection techniques include interviews, observations, and documentation. Data analysis is conducted through data reduction, data display, and conclusion drawing/verification. This study uses the E-Government readiness theory according to Indrajit (2005). Result: The findings indicate that the readiness of E-Government in Gorontalo City is generally adequate. However, there are significant challenges at the implementation level, particularly in managing integrated information systems across OPDs, as well as a lack of coordination and technical competencies. This study recommends improving human resources, establishing standardized domain management, and strengthening regulations and coordination to support the optimization of E-Government in Gorontalo City. Conclusion: The readiness for E-Government implementation at the Communication and Informatics Office and Cipher Agency of Gorontalo City is fairly good, particularly in terms of infrastructure and regulations. However, challenges remain, such as the limited number of skilled human resources, lack of coordination among OPDs, and suboptimal budget utilization. A shift toward a digital work paradigm is beginning to emerge, but it requires continuous coaching, training, and strengthening of a technology-based work culture. ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini memeliki beberapa permasalahan yaitu pertama implementasi kesiapan E-Government di Indonesia yang masih menhadapi kendala yaitu mencakup keterbatasan pada aksesibilitas, infrastruktur, dan kualitas pelayanan publik. Kedua, salah satu daerah yang memiliki permasalahan pada kesiapan E-Government yaitu Kota Gorontalo yang dapat dilihat pada nilai indeks SPBE Kota Gorontalo masih tergolong rendah dengan skor 2,59 dengan predikat "Cukup". Ketiga, pengelolaan domain dan subdomain yang belum berjalan efektif pada organisasi perangkat daerah yang vital seperti Badan Keuangan dan RSUD. Aloei Saboe Kota Gorontalo. Tujuan: Menganalisis kesiapan E-Government di Kota Gorontalo agar bisa meningkatkan nilai indeks SPBE di Kota Gorontalo, Provinsi Gorontalo. Metode: Metode yang digunakan adalah kualitatif dengan pendekatan deskriptif terhadap penerapan Sistem Metode yang digunakan dalam peneltitian ini adalah kualitatif deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Teknik analisis data dilakukukan melalui data reduction, data display dan conclusion drawing/verivication. Penelitian ini menggunakan teori Kesiapan E-Government menurut Indrajit tahun 2005. Hasil/Temuan: Menunjukkan bahwa kesiapan E-Government di Kota Gorontalo tergolong siap. Namun masih terdapat sejumlah kendala signifikan pada tataran pelaksana, khususnya dalam pengelolaan sistem informasi yang terintegrasi antar OPD serta kurangnya koordinasi dan kompetensi teknis. Penelitian ini merekomendasikan peningkatan SDM, penyusunan standar pengelolaan domain, serta penguatan regulasi dan koordinasi untuk mendukung optimalisasi E-Government di Kota Gorontalo. Kesimpulan: Kesiapan implementasi E-Government di Dinas Kominfo dan Persandian Kota Gorontalo cukup baik, terutama dari sisi infrastruktur dan regulasi. Namun, masih terdapat tantangan seperti keterbatasan SDM terampil, kurangnya koordinasi antar OPD, serta pemanfaatan anggaran yang belum optimal. Perubahan paradigma kerja menuju digital mulai terlihat, tetapi memerlukan pembinaan, pelatihan, dan penguatan budaya kerja berbasis teknologi secara berkelanjutan.
