Abstract
ABSTRACT Problem Statement/Background (GAP): The high and complex workload at the Regional Development Planning Agency (Bappeda) of Kotawaringin Barat Regency poses significant challenges to the effectiveness of Civil Servants (PNS) in carrying out their duties. Although most employees have high educational qualifications and the agency's performance is relatively good, the limited number of personnel and difficulties in inter-agency coordination have led to uneven workload distribution. This condition potentially undermines the quality of regional planning and development implementation. Purpose: This study aims to identify and describe the implementation of civil servants’ workload at Bappeda of Kotawaringin Barat Regency. Method: The research employs a qualitative approach with data collection techniques including in-depth interviews, observation, and documentation. Results: The study reveals that the workload at Bappeda is considerably high and complex, with many employees working beyond the standard working hours to meet targets. The main obstacles identified are the limited number of human resources and the lack of effective inter-agency coordination. Strategic efforts include recruiting competent honorary staff and enhancing cross-sector collaboration to reduce sectoral egos. Conclusion: The management of tourism sector levies in West Kotawaringin Regency has been running well. However, several obstacles are still found, for this reason it is necessary to strengthen cooperation between agencies, implement a digital system in managing levies, and increase socialization to the community regarding the importance of levies as a source of financing for regional development. Keywords: Management of Retribution, Tourism Sector, Local Original Income ABSTRAK Permasalahan/Latar Belakang (GAP): Pengelolaan retribusi sektor pariwisata di Kabupaten Kotawaringin Barat menghadapi tantangan serius dalam meningkatkan Pendapatan Asli Daerah (PAD). Meskipun daerah ini memiliki berbagai objek wisata menarik seperti Taman Nasional Tanjung Puting dan Pantai Kubu, kontribusi retribusi sektor pariwisata terhadap PAD masih sangat rendah. Data menunjukkan bahwa realisasi retribusi tidak pernah mencapai target yang ditetapkan dalam lima tahun terakhir, dengan kontribusi tidak pernah melebihi 1% dari total PAD. Hal ini menunjukkan adanya ketidakefisienan dalam pengelolaan retribusi pariwisata. Tujuan: Penelitian ini bertujuan untuk menganalisis pengelolaan retribusi sektor pariwisata di Kabupaten Kotawaringin Barat. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data berupa wawancara mendalam, observasi, dan dokumentasi. Hasil: Temuan menunjukkan bahwa pengelolaan retribusi sektor pariwisata di Kabupaten Kotawaringin Barat masih menghadapi berbagai hambatan, termasuk keterbatasan sumber daya manusia, belum diterapkannya sistem digital, serta kurangnya sinkronisasi antara Dinas Pariwisata dan Badan Pendapatan Daerah. Meskipun demikian, pemerintah daerah telah melakukan berbagai upaya, seperti pembaruan regulasi, peningkatan infrastruktur, dan diversifikasi produk wisata untuk meningkatkan PAD. Kesimpulan: Pengelolaan 2 retribusi sektor pariwisata di Kabupaten Kotawaringin Barat sudah berjalan dengan baik. Namun masih ditemukan beberapa hambatan, untuk itu perlunya penguatan kerjasama antarinstansi, penerapan sistem digital dalam pengelolaan retribusi, dan peningkatan sosialisasi kepada masyarakat mengenai pentingnya retribusi sebagai sumber pendanaan pembangunan daerah.
