Abstract
ABSTRACT Problem/Background (GAP): The problem that motivates researchers to take this title is how the readiness of infrastructure in Southwest Aceh Regency in supporting the implementation of SPBE. Purpose: To analyze the readiness of infrastructure in Southwest Aceh Regency in supporting the implementation of SPBE. Methods: In this research, the method used by researchers is qualitative research method. This study selected informants using Purposive Sampling method as many as seven informants. Data collection in this study through interviews, observation, and document analysis. The data sources used in this research are primary data sources and secondary data sources. Meanwhile, the data analysis technique used in this research uses the Miles and Hubberman method, namely data reduction, data presentation and conclusion drawing supported by the use of NVivo software. This research was conducted at the Communication, Information and Signage Office of Southwest Aceh Regency, Aceh Province. Results/Findings: The results showed that infrastructure readiness in supporting the implementation of SPBE in Southwest Aceh district is still not optimal. There are various obstacles, such as limited internet networks in some areas, the unavailability of adequate technological devices in government agencies, and the lack of human resources who have competence in the field of information technology. In addition, commitment and support from regional leaders also need to be strengthened so that SPBE implementation can run thoroughly and sustainably. Before SPBE implementation is maximized, the Southwest Aceh district government needs to focus on improving infrastructure readiness, strengthening human resources, and adequate budget planning in order to create an effective, efficient and transparent government. Conclusion: based on the results of the study, it can be concluded that information and communication technology infrastructure still faces various significant obstacles, the readiness of ASN in managing digital technology also still needs to be improved through continuous competency-based training, because although regulations and policy support are available, their implementation has not been consistent, and the limited budget and lack of socialization and education to ASN and the community have led to low understanding and participation in the use of government digital services. In addition, the efforts of the government will increase public trust in the government, encourage wider participation, and accelerate the realization of more modern, effective, and responsive governance. ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan yang melatarbelakangi peneliti untuk mengambil judul ini ialah bagaimana kesiapan infrastruktur di Kabupaten Aceh Barat Daya dalam mendukung implementasi SPBE. Meskipun Kabupaten Aceh Barat Daya telah memenuhi regulasi dan instrumen SPBE, kesiapan teknis dan integrasi sistem belum berjalan optimal, selaras dengan temuan dalam penelitian ini terkait masalah infrastruktur dan keterbatasan SDM. Masalah yang terjadi adalah keterbatasan infrastruktur teknologi yang berdampak pada menurunnya efektivitas dan efisiensi terhadap kemampuan dalam menyediakan layanan kinerja pemerintah daerah. Selain itu, layanan publik di Kabupaten Aceh Barat Daya juga menghadapi berbagai kendala, seperti data yang belum terintegrasi, layanan yang belum efektif, efisien, serta kurangnya transparansi, dan keterbatasan dalam penyebaran informasi melalui media elektronik maupun media sosial. Tujuan: Untuk menganalisis kesiapan infrastruktur di Kabupaten Aceh Barat Daya dalam mendukung implementasi SPBE. Metode: Dalam penelitian ini, metode yang digunakan peneliti adalah metode penelitian kualitatif. Penelitian ini memilih informan menggunakan metode Purposive Sampling sebnayak tujuh orang informan. Pengumpulan data dalam penelitian ini melalui wawancara, observasi, dan analisis dokumen. Sumber data yang digunakan pada penelitian ini yakni sumber data primer dan sumber data sekunder. Sedangkan, teknik analisis data yang digunakan pada penelitian menggunakan metode ini Miles and Hubberman yaitu reduksi data, penyajian data dan penarikan Kesimpulan yang didukung oleh penggunaan software NVivo. Penelitian ini dilaksanakan di Dinas Komunikasi, Informatika, dan Persandian Kabupaten Aceh Barat Daya Provinsi Aceh. Hasil/Temuan: Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Jumlah informan sebanyak tujuh orang dengan pendekatan purposive sampling. Hasil penelitian menunjukkan bahwa kesiapan infrastruktur dalam mendukung implementasi SPBE di Kabupaten Aceh Barat Daya masih belum optimal. Terdapat kendala pada jaringan internet, perangkat teknologi yang belum memadai, kompetensi SDM yang masih rendah, serta lemahnya dukungan anggaran dan komitmen pimpinan daerah. Kesimpulan: Berdasarkan hasil penelitian dapat disimpulkan bahwa kesiapan infrastruktur TIK di Kabupaten Aceh Barat Daya belum sepenuhnya mendukung implementasi SPBE secara optimal. ASN masih membutuhkan pelatihan teknis berkelanjutan, dan meskipun regulasi dan kebijakan telah tersedia, implementasinya belum berjalan konsisten. Untuk itu, perlu dilakukan penguatan infrastruktur, peningkatan kapasitas SDM, serta perluasan sosialisasi dan edukasi digital kepada ASN dan masyarakat guna mewujudkan pelayanan publik yang lebih efektif, efisien, dan transparan.
