Abstract
ABSTRACT Problems/Background (GAP): The problem that motivated the researcher to take this title is that some areas such as East Pontianak and North Pontianak sub-districts have a number of prospective students that is far greater than the available school capacity, causing dozens of children to be threatened with not obtaining the right to basic education through the zoning route. This condition shows a discrepancy between the spirit of national regulations and the reality of implementation at the local level. Purpose: to know, analyze and describe how the implementation of Education services in the Education and Culture Office of Pontianak City, especially in the zoning system in the admission of new primary school students. Method: This research uses a qualitative descriptive method. The selection of this method aims to obtain an in-depth understanding of the dynamics of the PPDB zoning system policy in Pontianak City. Data collection techniques used observation, interviews, and documentation. Informants were selected by purposive and accidental sampling with a total of 11 people, consisting of Education Office officials, school principals, teachers, parents, and students. The key informant was the Head of the Pontianak City Education and Culture Office because he has the authority and strategic understanding of the zoning policy implementation. This research was conducted in Pontianak City from January to March 2025. Results/Findings: The results showed that in the productivity dimension, education services through the zoning system were not yet optimal because school capacity was not able to accommodate all prospective students. On the linearity dimension, the implementation of zoning has not been fully in accordance with procedures and has not been evenly distributed in all sub districts. Meanwhile, in the efficiency dimension, there are obstacles in utilizing resources such as the limited number of schools and educators. In addition, implementation determinants such as policy substance, implementer behavior, network interaction, community participation, and resource availability still face obstacles that affect the quality of education services in Pontianak City. Conclusion: It can be concluded that the Implementation of Education Services at the Pontianak City Education and Culture Office (Study on the Zoning System for Admission of New Primary School Students) has not been well implemented because there are determinants of education service implementation that need attention, namely limited capacity and school distance. In particular, in East Pontianak and North Pontianak sub-districts, there are obstacles in the form of long distances between students' residences and schools caused by the uneven distribution of schools in these sub-districts. Keywords: Keywords: Implementation, Education, Zoning ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan yang melatarbelakangi peneliti untuk mengambil judul ini adalah beberapa wilayah seperti Kecamatan Pontianak Timur dan Pontianak Utara memiliki jumlah calon siswa yang jauh lebih besar dibanding kapasitas sekolah yang tersedia, sehingga menyebabkan puluhan anak terancam tidak memperoleh hak pendidikan dasar melalui jalur zonasi. Kondisi ini memperlihatkan adanya ketimpangan antara semangat regulasi nasional dengan realitas pelaksanaan di tingkat daerah. Tujuan: untuk mengetahui, menganalisis dan mendeskripsikan bagaimana implementasi pelayanan Pendidikan di dinas Pendidikan dan kebudayaan Kota Pontianak khususnya pada system zonasi dalam penerimaan peserta didik baru sekolah dasar. Metode: Penelitian ini menggunakan metode kualitatif-deskriptif. Pemilihan metode ini bertujuan untuk memperoleh pemahaman yang mendalam terhadap dinamika kebijakan sistem zonasi PPDB di Kota Pontianak. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Informan dipilih secara purposive dan accidental sampling dengan total 11 orang, terdiri dari pejabat Dinas Pendidikan, kepala sekolah, guru, orang tua, dan siswa. Informan kunci adalah Kepala Dinas Pendidikan dan Kebudayaan Kota Pontianak karena memiliki otoritas dan pemahaman strategis atas implementasi kebijakan zonasi. Penelitian ini dilaksanakan di Kota Pontianak pada bulan Januari hingga Maret 2025. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pada dimensi produktifitas, pelayanan pendidikan melalui sistem zonasi belum optimal karena daya tampung sekolah belum mampu mengakomodasi seluruh calon peserta didik. Pada dimensi linearitas, pelaksanaan zonasi belum sepenuhnya sesuai prosedur dan belum merata di semua kecamatan. Sementara pada dimensi efisiensi, terdapat kendala dalam pendayagunaan sumber daya seperti keterbatasan jumlah sekolah dan tenaga pendidik. Selain itu, determinan implementasi seperti substansi kebijakan, perilaku pelaksana, interaksi jejaring kerja, partisipasi masyarakat, dan ketersediaan sumber daya masih menghadapi hambatan yang memengaruhi kualitas pelayanan pendidikan di Kota Pontianak. Kesimpulan: Dapat disimpulkan bahwa Implementasi Pelayanan Pendidikan Di Dinas Pendidikan Dan Kebudayaan Kota Pontianak (Studi Pada Sistem Zonasi Penerimaan Peserta Didik Baru Sekolah Dasar) belum terlaksana dengan baik karena terdapat determinan pelaksanaan pelayanan pendidikan yang perlu menjadi perhatian yakni keterbatasan daya tampung dan jarak sekolah. Secara khusus, di Kecamatan Pontianak Timur dan Pontianak Utara terdapat kendala berupa jauhnya jarak antara tempat tinggal siswa dengan sekolah yang disebabkan oleh distribusi sekolah yang tidak merata di kecamatan tersebut.
