Abstract
ABSTRACT Problem/Background (GAP): North Aceh Regency continues to face the challenge of extreme poverty despite its abundant natural resources. In 2024, as many as 18,650 individuals were recorded as living in extreme poverty, indicating the need for a collaborative governance approach among stakeholders. Purpose: To analyze the implementation of collaborative governance in addressing extreme poverty in North Aceh Regency. Method: This study employs a qualitative approach with data collected through interviews, observation, and documentation. Informants consisted of 11 individuals, including the Regional Secretary, Head of the Social Affairs Office, Head of the Social Assistance Division, Secretary of the Regional Development Planning Agency (Bappeda), Head of the Public Works Office, Head of Baitul Mal, a Bank Aceh employee, and four individuals from the extreme poor community. The analysis adopts the Collaborative Governance model by Ansell & Gash (2007), which includes four key dimensions: starting conditions, institutional design, facilitative leadership, and the collaborative process. Data analysis followed the stages of reduction, display, and conclusion drawing.. Results/Findings: The implementation of collaborative governance in addressing extreme poverty in North Aceh Regency has not been fully effective. The initial condition is marked by resource disparities and low participation incentives. The institutional design has established a collaboration forum, but the cooperation rules remain inconsistent and lack transparency. Facilitative leadership is in place but still requires capacity strengthening and consistency among actors. In the collaborative process, dialogue and trust are beginning to develop, although shared commitment and understanding remain weak. Supporting factors include the role of Baitul Mal, community participation, and regulatory support; while the obstacles are weak coordination, limited budget, and inaccurate poverty data. Conclusion: Collaborative governance in tackling extreme poverty in North Aceh Regency has not yet been fully optimized. Although there have been collaborative efforts among local government, the private sector, and the community, its implementation still faces structural and institutional challenges that hinder effective cooperation. Strengthening cross-sectoral coordination, enhancing institutional capacity, and improving more inclusive and transparent collaborative mechanisms are necessary. Pada 2024, sebanyak 18.650 jiwa tercatat sebagai penduduk miskin ekstrem, mencerminkan perlunya pendekatan tata kelola kolaboratif antar pemangku kepentingan. Tujuan: Menganalisis penerapan collaborative governance dalam penanggulangan kemiskinan ekstrem di Kabupaten Aceh Utara. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan teknik wawancara, observasi, dan dokumentasi. Informan terdiri dari 11 orang, yaitu Sekda, Kepala Dinas Sosial, Kepala Bidang Banjamsos, Sekretaris Bappeda, Kepala PUPR, Kepala Baitul Mal, pegawai Bank Aceh, dan empat masyarakat miskin. Analisis mengacu pada model Collaborative Governance dari Ansell & Gash (2007), yang mencakup empat dimensi utama: kondisi awal, desain kelembagaan, kepemimpinan fasilitatif, dan proses kolaboratif. Data dianalisis melalui tahapan reduksi, penyajian, dan penarikan kesimpulan. Hasil/Temuan: Pelaksanaan collaborative governance dalam penanggulangan kemiskinan ekstrem di Kabupaten Aceh Utara belum sepenuhnya efektif. Kondisi awal ditandai ketimpangan sumber daya dan rendahnya insentif partisipasi. Desain kelembagaan sudah membentuk forum kolaborasi, namun aturan kerja sama belum konsisten dan transparan. Kepemimpinan fasilitatif berjalan, tapi masih perlu penguatan kapasitas dan konsistensi antar aktor. Dalam proses kolaboratif, dialog dan kepercayaan mulai tumbuh, meski komitmen dan pemahaman bersama masih lemah. Faktor pendukungnya antara lain peran Baitul Mal, partisipasi masyarakat, dan regulasi; sedangkan hambatannya adalah lemahnya koordinasi, keterbatasan anggaran, dan data kemiskinan yang belum akurat. Kesimpulan: Collaborative governance dalam mengatasi kemiskinan ekstrem di Kabupaten Aceh Utara belum berjalan secara optimal. Meskipun telah terdapat upaya kolaboratif antar pemerintah daerah, sektor swasta, dan masyarakat, penerapannya masih menghadapi hambatan struktural dan kelembagaan yang mengurangi efektivitas kerja sama. Diperlukan penguatan dalam aspek koordinasi lintas sektor, peningkatan kapasitas kelembagaan, serta perbaikan mekanisme kolaboratif yang lebih inklusif dan transparan.
