Abstract
ABSTRACT Problem/Background (GAP): The amount of waste in Jambi City has increased every year and has not been handled optimally. This problem requires cross-sector involvement in waste management, especially through the waste bank policy. Although the policy has been implemented, its effectiveness in realizing sustainable waste management still needs to be evaluated. Purpose : This study aims to analyze the implementation of the waste bank policy in Jambi City with a focus on the collaborative governance approach and identify supporting and inhibiting factors in its implementation. Method: The research approach used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. Informants in this study were selected using purposive sampling techniques and consisted of representatives of the government, private sector, and community. Data analysis was carried out through data reduction, data presentation, and drawing conclusions. Results: The results of the study show that there are two dimensions, namely the Institutional Design dimension that has not run well on the Inter-Sector Empowerment indicator and the Policy Content dimension that has not run well on the Resources Used indicator. While the Initial Conditions dimension, the Facilitative Leadership dimension, and the Collaborative Process dimension show good results. Conclusion: This study concludes that the implementation of waste bank policy through collaborative governance is good. To increase the effectiveness of the waste bank policy, optimization of collaborative governance is needed through increasing resource capacity, strengthening incentive regulations, and ongoing educational efforts for the community. Keywords: Policy Implementation, Collaborative Governance, Waste Bank ABSTRAK Permasalahan/Latar Belakang (GAP): Jumlah sampah di Kota Jambi mengalami peningkatan setiap tahunnya dan belum tertangani secara optimal. Permasalahan ini menuntut adanya keterlibatan lintas sektor dalam pengelolaan sampah, terutama melalui kebijakan bank sampah. Meskipun kebijakan telah diterapkan, efektivitasnya dalam mewujudkan pengelolaan sampah yang berkelanjutan masih perlu dievaluasi. Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi kebijakan bank sampah di Kota Jambi dengan fokus pada pendekatan collaborative governance serta mengidentifikasi faktor pendukung dan penghambat dalam pelaksanaannya. Metode: Pendekatan penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Informan dalam penelitian ini dipilih menggunakan teknik purposive sampling dan terdiri dari perwakilan pemerintah, sektor swasta, serta masyarakat. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil Penelitian menunjukkan bahwa terdapat dua dimensi yakni dimensi Desain Kelembagaan yang belum berjalan dengan baik pada indikator Pemberdayaan Antar Sektor dan dimensi Isi Kebijakan yang belum berjalan dengan baik pada indikator Sumber Daya Yang Digunakan. Sedangkan pada dimensi Kondisi Awal, dimensi Kepemimpinan Fasilitatif, dan dimensi Proses Kolaborasi menunjukkan hasil yang baik. Kesimpulan: Penelitian ini menyimpulkan bahwa implementasi kebijakan bank sampah melalui collaborative governance sudah baik. Untuk meningkatkan efektivitas kebijakan bank sampah, diperlukan optimalisasi collaborative governance melalui peningkatan kapasitas sumber daya, penguatan regulasi insentif, serta upaya edukatif yang berkelanjutan kepada masyarakat.
