Abstract
ABSTRACT Problem/Background (GAP): Nightlife activities in Pesisir Selatan Regency show an increase that is not in line with Minangkabau traditional values and Islamic teachings adopted by the local community. This has caused social and moral unrest among residents. The Civil Service Police Unit (Satpol PP) as the enforcer of regional regulations has an important responsibility in carrying out supervision, but in practice there are still various obstacles that hinder the effectiveness of this supervision. Purpose: This study aims to analyze the implementation of supervision of nightlife venues by the Satpol PP of Pesisir Selatan Regency, identify supporting and inhibiting factors, and formulate strategies for handling obstacles in the supervision process. Method: This study uses a qualitative descriptive approach with Handoko's supervision theory. Data were collected through in-depth interviews, field observations, and documentation, with informants consisting of Satpol PP officers, the community, and other related parties. Results: The results of the study indicate that supervision by Satpol PP is not optimal, marked by the still rampant violations such as the provision of alcoholic beverages, immoral acts, violations of operating hours, and the existence of Ladies Companies (LC). The main obstacles include limited human resources, minimal facilities and infrastructure, information leaks during raids, and low public legal awareness. However, there are strategic efforts by the Satpol PP to overcome these obstacles through increasing internal capacity and cross-sector cooperation. Conclusion: The effectiveness of supervision of night entertainment venues by Satpol PP in Pesisir Selatan Regency still needs to be improved through a collaborative approach involving the community, increasing personnel capacity, providing adequate facilities, and strengthening the socialization of applicable regional regulations, especially Regional Regulation Number 1 of 2016. A local value-based approach needs to be used as a basis for strengthening the role of Satpol PP. ABSTRAK Permasalahan/Latar Belakang (GAP): Aktivitas tempat hiburan malam di Kabupaten Pesisir Selatan menunjukkan peningkatan yang tidak sejalan dengan nilai-nilai adat dan ajaran Islam yang dianut oleh masyarakat minangkabau. Tujuan: Penelitian ini bertujuan untuk menganalisis pelaksanaan pengawasan terhadap tempat hiburan malam oleh Satpol PP Kabupaten Pesisir Selatan, mengidentifikasi faktor-faktor pendukung dan penghambat, serta merumuskan strategi penanganan kendala dalam proses pengawasan. Metode: Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teori pengawasan menurut Handoko. Data dikumpulkan melalui wawancara mendalam, observasi lapangan, dan dokumentasi, dengan informan yang terdiri dari petugas Satpol PP, masyarakat, dan pihak terkait lainnya. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pengawasan oleh Satpol PP belum optimal, ditandai dengan masih maraknya pelanggaran seperti penyediaan minuman keras, tindakan asusila, pelanggaran jam operasional, dan keberadaan Ladies Company (LC). Kendala utama mencakup keterbatasan sumber daya manusia, minimnya sarana dan prasarana, kebocoran informasi saat razia, serta rendahnya kesadaran hukum masyarakat. Meskipun demikian, terdapat upaya strategis dari pihak Satpol PP untuk mengatasi hambatan tersebut melalui peningkatan kapasitas internal dan kerja sama lintas sektor. Kesimpulan: Efektivitas pengawasan tempat hiburan malam oleh Satpol PP di Kabupaten Pesisir Selatan masih perlu ditingkatkan melalui pendekatan kolaboratif yang melibatkan masyarakat, peningkatan kapasitas personel, penyediaan sarana yang memadai, serta penguatan sosialisasi terhadap peraturan daerah yang berlaku, khususnya Perda Nomor 1 Tahun 2016. Pendekatan berbasis nilai lokal perlu dijadikan landasan dalam penguatan peran Satpol PP. Kata Kunci: Pengawasan, Tempat Hiburan Malam, Satpol PP, Peraturan Daerah, Kabupaten Pesisir Selatan.
