Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of increasing cases of exploitation of child labor in the city of Kupang and the suboptimal regional regulations of the city of Kupang number 8 of 2013 concerning the prevention and empowerment of street children. Purpose: The aim of this research is to describe forms of child protection against exploitation of child labor in Kupang City. Method: This research uses a qualitative descriptive method with an inductive approach. Data collection techniques were carried out using observation, in-depth interviews (9 informants), and documentation. Result: The findings obtained by the author in this research are that legal protection efforts by the Kupang City Government tend to still be repressive through raids and prosecution, while preventive strategies such as education, community involvement and victim rehabilitation are still not optimal. The main obstacles lie in the lack of resources, coordination between agencies, and a societal culture that normalizes child labor. Conclusion: Protection of children against exploitation of child labor in Kupang City has been implemented but is not optimal. There is a need to strengthen cross-sector coordination, optimize education and community empowerment programs, as well as improve the victim reporting and rehabilitation system. A community-based approach and synergy between government, social institutions and society are very important to break the chain of exploitation. Keywords: Exploitation; Child Labor; Legal Protection ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan meningkatnya kasus eksploitasi pekerja anak di Kota Kupang dan belum optimalnya peraturan daerah Kota Kupang nomor 8 tahun 2013 tentang penanggulangan dan pemberdayaan anak jalanan. Tujuan: Tujuan penelitian ini adalah untuk mendeskripsikan bentuk perlindungan anak terhadap eksploitasi pekerja anak di Kota Kupang. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data dilakukan dengan observasi, wawancara mendalam (9 informan), dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu upaya perlindungan hukum oleh Pemerintah Kota Kupang cenderung masih bersifat represif melalui razia dan penindakan, sementara strategi preventif seperti edukasi, pelibatan masyarakat, dan rehabilitasi korban masih belum optimal. Hambatan utama terletak pada kurangnya sumber daya, koordinasi antarinstansi, dan budaya masyarakat yang menormalisasi pekerja anak Kesimpulan: Perlindungan anak terhadap eksploitasi pekerja anak di Kota Kupang telah dilaksanakan namun belum maksimal. Perlu adanya penguatan koordinasi lintas sektor, optimalisasi program edukasi dan pemberdayaan masyarakat, serta perbaikan sistem pelaporan dan rehabilitasi korban. Pendekatan berbasis komunitas dan sinergi antara pemerintah, lembaga sosial, serta masyarakat sangat penting untuk memutus mata rantai eksploitasi.
