Abstract
Problem/Background(GAP): A significant disparity remains in the possession of civil registration documents among persons with disabilities in Tulungagung Regency, East Java Province. This condition is primarily due to limited accessibility, and the low level of awareness among the public and families of persons with disabilities about the importance of electronic identity cards (KTP-El). Purpose: This study aims to analyze the implementation of electronic ID card service innovation through the Pandu Biola Berdawai Program, identify supporting and inhibiting factors in its implementation, and examine strategies for optimizing KTP-El issuance for persons with disabilities in Tulungagung Regency. Method: This research uses a descriptive qualitative approach with purposive sampling techniques. Data were collected through in-depth interviews, direct field observations, and supporting documentation. Informants consisted of Disdukcapil officers, village government officials, and families of persons with disabilities involved in the program. The validity of the data was ensured through triangulation of sources, techniques, and time. Data analysis was conducted using the Miles and Huberman interactive model, which includes data reduction, data display, and conclusion drawing. The theoretical framework of Everett M. Rogers' diffusion of innovations was applied, covering five dimensions: Relative Advantage, Compatibility, Complexity, Trialability, and Observability. Results: The results show that the Pandu Biola Berdawai Program successfully increased the electronic ID card registration coverage for persons with disabilities from 66.5% to 85.6%. This innovation provides a relative advantage through a mobile service approach supported by portable devices and crosssector collaboration. However, several obstacles were identified, including limited human resources, inadequate infrastructure, geographical constraints, and diverse disability characteristics. Conclusion: Optimization efforts include strengthening community education, expanding service reach to remote areas, simplifying procedures, and utilizing more flexible registration technology. This program has proven effective in realizing a more inclusive, adaptive, and equitable civil registration service for persons with disabilities in Tulungagung Regency.
