Abstract
ABSTRACT Problem statement/background (GAP): E-Office is a digital technology-based application system that replaces manual administrative methods with automated data management, information provision, and document reporting features to improve time efficiency through faster data access and presentation in organizational operations. Purpose: This study aims to analyze the implementation of the E-Office at the Department of Communication, Information, and Statistics of Barru Regency, identify supporting and inhibiting factors during implementation, and formulate solutions to address challenges encountered. Method: A descriptive qualitative research method with an inductive approach was employed, utilizing data collection techniques such as interviews, observation, and documentation. Data analysis was conducted through data reduction, presentation, and conclusion drawing. Results: The findings indicate that E-Office implementation successfully enhanced administrative efficiency by accelerating document processing, reducing paper usage, and improving transparency through real-time tracking. However, achieving three e-governance success indicators (efficiency, transparency, responsiveness) remains suboptimal. Key obstacles include outdated IT infrastructure (unstable internet connectivity, obsolete devices), uneven training distribution, and employees’ limited formal IT competency in operating advanced features. Conversely, leadership commitment, inter-division coordination, and phased IT infrastructure upgrades emerged as critical supporting factors. Improvement efforts involved blended learning-based training, establishing a dedicated IT team, and WhatsApp-based socialization to enhance digital literacy. Although digital transformation has reduced employee resistance, the full benefits of E-Office on employee performance have yet to be realized. This study recommends continuous budget allocation for infrastructure modernization, structured training aligned with operational needs, and human resource capacity building to fully leverage E-Office in boosting productivity and public service quality. Conclusion: The implementation has shown a strategic role in improving the performance of administrative services. Even so, the implementation of E-Office at the Information Communication and Statistics Office has not been fully maximised due to several factors and the benefits have not been sufficiently felt by employees, especially in the context of improving performance itself. ABSTRAK Permasalahan/Latar Belakang (GAP): E-Office adalah sistem aplikasi berbasis teknologi digital yang menggantikan metode administrasi manual dengan otomatisasi pengelolaan data, penyediaan informasi, dan fitur pembuatan laporan dokumen untuk meningkatkan efisiensi waktu melalui percepatan akses serta penyajian data dalam operasional perkantoran atau organisasi. Tujuan: Tujuan penelitian ini adalah untuk menganalisis implementasi aplikasi E-Office di Dinas Komunikasi Informasi dan Statistik Kabupaten Barru, mengidentifikasi faktor pendukung dan penghambat dalam proses implementasi, serta merumuskan solusi untuk mengatasi permasalahan yang muncul selama penerapan sistem tersebut. Metode: Pada penelitian ini penulis menggunakan metode penelitian kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data melalui wawancara, observasi (pengamatan) dan dokumentasi. Teknik analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi E-Office berhasil meningkatkan efisiensi administrasi dengan mempercepat pengelolaan dokumen, mengurangi penggunaan kertas, dan meningkatkan transparansi melalui pelacakan real-time. Namun, capaian tiga indikator keberhasilan e-governance (efisiensi, transparansi, responsivitas) belum optimal. Faktor penghambat meliputi infrastruktur TI usang (jaringan internet tidak stabil, perangkat lawas), pelatihan yang tidak merata, dan keterbatasan kompetensi IT formal pegawai dalam mengoperasikan fitur canggih. Di sisi lain, komitmen pimpinan, koordinasi antar divisi, serta strategi pembaruan infrastruktur TI bertahap menjadi faktor pendukung utama. Upaya perbaikan dilakukan melalui pelatihan berbasis blended learning, pembentukan tim IT khusus, dan sosialisasi via WhatsApp untuk meningkatkan literasi digital. Kesimpulan: Implementasi telah menunjukkan peran strategis dalam meningkatkan kinerja pelayanan administrasi. Meski begitu, Implementasi E-Office di Dinas Komunikasi Informasi dan Statistik belum sepenuhnya dikatakan maksimal akibat dari beberapa faktor dan manfaatnya belum cukup dirasakan para pegawai utamanya dalam konteks peningkatan kinerja itu sendiri.
