Abstract

ABSTRACT Problem Statement: The SIMASN (Civil Servant Management Information System) application has been implemented in various government agencies; however, gaps remain in its implementation, such as limited infrastructure, low employee awareness regarding data completeness, and the absence of binding local regulations. Previous studies have not extensively examined the comprehensive and in-depth application of digital personnel management at the regional personnel agencies, particularly at the regency level. This study focuses on analyzing the implementation of digital employee management through the SIMASN application at the Regional Civil Service and Human Resource Development Agency (BKPSDM) of Tangerang Regency. Purpose: To investigate how digital employee management is implemented through SIMASN at BKPSDM Tangerang Regency. Method: This research used a descriptive qualitative approach with data collection techniques including in- depth interviews, observation, and documentation. The data were analyzed using the Miles and Huberman model, which includes data reduction, data display, and conclusion drawing/verification. Result: The implementation of digital employee management through SIMASN has helped streamline administrative processes, improve service efficiency, and increase the accuracy of personnel data. The application is effective in supporting planning, competency-based recruitment, and employee development through training and education programs. However, several challenges persist, such as incomplete employee data, inadequate system infrastructure, and low awareness among civil servants regarding updating their personal information. Additionally, the system’s effectiveness is hindered by the lack of strong supporting local regulations. Conclusion: Digitalization through SIMASN has shown a positive impact on more efficient and accountable personnel management at BKPSDM Tangerang Regency. Nevertheless, its success is still influenced by the readiness of infrastructure, human resources, and regulatory support. Keywords: SIMASN, digital personnel management, BKPSDM Tangerang Regency, bureaucratic efficiency, civil servants, bureaucratic reform, personnel information system, public service, accountability, transparenc ABSTRAK Permasalahan (Kesenjangan Penelitian): Digitalisasi manajemen kepegawaian melalui aplikasi SIMASN telah diterapkan di berbagai instansi pemerintah, namun masih ditemukan kesenjangan dalam pelaksanaannya, seperti keterbatasan infrastruktur, kurangnya kesadaran pegawai terhadap kelengkapan data, dan belum adanya regulasi pendukung yang mengikat di tingkat daerah. Penelitian sebelumnya belum banyak membahas penerapan digitalisasi ini secara menyeluruh dan mendalam pada lingkup Badan Kepegawaian di tingkat kabupaten, terutama dalam konteks perencanaan, pengadaan, dan pengembangan pegawai. Tujuan: Untuk mengetahui bagaimana penerapan digitalisasi manajemen pegawai melalui aplikasi SIMASN di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Tangerang. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Analisis data dilakukan dengan metode Miles dan Huberman yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Penerapan digitalisasi manajemen pegawai melalui SIMASN telah membantu dalam menyederhanakan proses administrasi kepegawaian, meningkatkan efisiensi pelayanan, dan akurasi data pegawai. Aplikasi ini efektif dalam mendukung proses perencanaan kebutuhan pegawai, pengadaan berbasis kompetensi, dan pengembangan pegawai melalui pelatihan dan diklat. Namun, ditemukan hambatan seperti data kepegawaian yang belum lengkap, infrastruktur sistem yang belum optimal, serta rendahnya kesadaran pegawai terhadap pembaruan data pribadi. BKPSDM juga belum sepenuhnya didukung oleh regulasi daerah yang kuat. Kesimpulan: Digitalisasi melalui SIMASN telah menunjukkan dampak positif terhadap manajemen kepegawaian yang lebih efisien dan akuntabel di BKPSDM Kabupaten Tangerang. Namun, keberhasilannya masih dipengaruhi oleh kesiapan infrastruktur, SDM, dan kebijakan pendukung.
