Abstract
ABSTRACT Problem/Background (GAP): Kite flying has caused various negative impacts such as power grid disruptions, traffic accidents and disrupting flight safety in the area around Supadio International Airport. Purpose: The purpose of this research is to describe and analyze how kite policing is conducted by the Civil Service Police Unit in Kubu Raya Regency. Method: This research uses a descriptive method with a qualitative approach. Data collection techniques were carried out by means of interviews, observation and documentation. Result: Kite game control conducted by the Kubu Raya Regency Pamong Praja Police Unit is carried out through two main approaches, namely direct control and indirect control. Direct policing includes routine raids, confiscation of kites and equipment, and guidance to offending communities. Meanwhile, indirect policing is carried out by limiting game facilities in vulnerable areas and applying administrative sanctions for violators. Conclusion: Despite various efforts to curb kite flying by Satpol PP Kubu Raya Regency, the results have not been fully effective in suppressing kite flying violations. This is due to weak coordination, low public understanding of the regulations, and not maximizing the application of sanctions that can have a deterrent effect. Therefore, it is necessary to increase the capacity of Satpol PP human resources, strengthen the strategy of socialization and legal education to the community, as well as the application of stricter and more consistent sanctions in order to create sustainable public order.
