Abstract

ABSTRACT Problem Statement/Background (GAP): The increasing complexity of administrative demands in public sector organizations requires accurate workload analysis to ensure employee performance and organizational productivity. At the Bureau of Leadership Administration in Riau Province, civil servants face heavy workloads with limited facilities, insufficient personnel, and inadequate operational support. These challenges negatively impact work effectiveness and staff well-being. Purpose: This study aims to analyze the workload of civil servants at the Bureau of Leadership Administration of Riau Province. Method: A qualitative approach was employed, using in-depth interviews, direct observation, and document analysis. The study applied the workload theory by Suwanto and Priansa (2018), which includes both physical and psychological dimensions. Results: The findings indicate that workload levels are high, influenced by inadequate work facilities, limited workspace flexibility, and psychological stress due to lack of social support, unrealistic expectations, and insufficient recognition. There is also a mismatch between personnel numbers and workload volume, along with a misalignment between leadership expectations and actual employee performance. Conclusion: To optimize workload, it is essential to enhance work facilities, adjust staffing levels based on workload analysis, and strengthen internal communication and performance alignment. These steps are crucial to creating a healthy and productive work environment that supports long-term organizational success. Keywords: Workload Analysis, Civil Servants, Public Sector, Employee Performance ABSTRAK Permasalahan/Latar Belakang (GAP): Kompleksitas administrasi dalam organisasi sektor publik semakin meningkat seiring dengan tuntutan modernisasi dan pelayanan prima, menuntut adanya analisis beban kerja yang akurat. Di Biro Administrasi Pimpinan Provinsi Riau, aparatur menghadapi beban kerja tinggi dengan keterbatasan fasilitas, jumlah personel, serta dukungan operasional yang belum optimal. Hal ini berdampak pada efektivitas kerja dan kesejahteraan pegawai. Tujuan: Penelitian ini bertujuan untuk menganalisis tingkat beban kerja aparatur di Biro Administrasi Pimpinan Sekretariat Daerah Provinsi Riau. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi langsung, dan dokumentasi. Teori yang digunakan dalam menganalisis data adalah teori beban kerja menurut Suwanto dan Priansa (2018), yang mencakup dimensi lingkungan fisik dan psikis. Hasil: Hasil penelitian menunjukkan bahwa beban kerja aparatur berada pada tingkat tinggi, dipengaruhi oleh minimnya fasilitas kerja, fleksibilitas ruang kerja yang rendah, serta tekanan psikis akibat kurangnya dukungan sosial, ekspektasi kerja yang tidak realistis, dan apresiasi yang rendah. Selain itu, terdapat ketidakseimbangan antara jumlah personel dan volume kerja yang harus ditangani, serta ketidaksinkronan antara harapan pimpinan dan kinerja aktual di lapangan. Kesimpulan: Optimalisasi beban kerja memerlukan penyediaan fasilitas kerja yang memadai, penyesuaian jumlah pegawai berdasarkan hasil analisis beban kerja, serta penguatan komunikasi internal dan penyelarasan target kinerja. Langkah-langkah ini penting untuk menciptakan lingkungan kerja yang sehat dan produktif dalam mendukung pencapaian tujuan organisasi secara berkelanjutan.
