Abstract
Problem Statement/Background (GAP): The high number of active smokers and violations in the Smoke-Free Area (KTR) in Depok City reflects the suboptimal implementation of regional policies even though regulations have been issued, such as Regional Regulation Number 2 of 2020. This phenomenon shows a gap between regulatory objectives and factual conditions in the field. Previous studies tend to focus on the implementation or evaluation aspects of KTR, while studies on specific enforcement strategies by Satpol PP as technical implementers are still limited. This is the basis for the importance of this study. Purpose: The purpose of this study is to describe the enforcement strategy of the Regional Regulation on KTR by the Depok City Civil Service Police Unit and to identify factors that support and hinder its implementation. Method: This study uses a descriptive qualitative approach with a case study method. Data were collected through in-depth interviews with Satpol PP officials, field observations, and documentation studies. The theory used is the strategy according to James Brian Quinn which includes three dimensions: objectives, policies, and programs. Result: The results of the study indicate that the KTR enforcement strategy by the Depok City Satpol PP has been implemented in a structured manner through the preparation of objectives in the Renstra, supervision of consistency in seven KTR objects, and periodic evaluation through a reporting system. The supervision and training program has been running based on Regional Regulation Number 2 of 2020. This strategy is supported by Satpol PP integration personnel and the commitment of the City Government. However, its implementation still faces challenges such as low public awareness, a strong smoking culture, and minimal understanding of the dangers of cigarettes for passive smokers. Conclusion: The conclusion of this study emphasizes the importance of optimizing the strategy by increasing the intensity of socialization, cross- sector coordination, providing appropriate smoking areas, and implementing stricter and more consistent sanctions for violations in KTR. Keywords: Smoke-Free Areas, Strategy, Enforcement, Satpol PP, Depok Permasalahan/Latar Belakang (GAP): Tingginya angka perokok aktif dan pelanggaran di Kawasan Tanpa Rokok (KTR) di Kota Depok mencerminkan belum optimalnya implementasi kebijakan daerah meskipun regulasi telah diterbitkan, seperti Peraturan Daerah Nomor 2 Tahun 2020. Fenomena ini menunjukkan adanya kesenjangan antara tujuan regulatif dan kondisi faktual di lapangan. Penelitian sebelumnya cenderung berfokus pada aspek implementasi atau 2 evaluasi KTR, sementara studi mengenai strategi penegakan secara spesifik oleh Satpol PP sebagai pelaksana teknis masih terbatas. Hal inilah yang menjadi dasar pentingnya penelitian ini. Tujuan: Tujuan dari penelitian ini adalah untuk mendeskripsikan strategi penegakan Peraturan Daerah tentang KTR oleh Satuan Polisi Pamong Praja Kota Depok serta mengidentifikasi faktor-faktor yang mendukung dan menghambat pelaksanaannya. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode studi kasus. Data dikumpulkan melalui wawancara mendalam dengan pejabat Satpol PP, observasi lapangan, serta studi dokumentasi. Teori yang digunakan adalah strategi menurut James Brian Quinn yang mencakup tiga dimensi: tujuan, kebijakan, dan program. Hasil/Temuan: Hasil penelitian menunjukkan bahwa strategi penegakan KTR oleh Satpol PP Kota Depok telah dilaksanakan secara terstruktur melalui perumusan tujuan dalam Renstra, pengawasan konsisten di tujuh objek KTR, dan evaluasi berkala melalui sistem pelaporan. Program pengawasan dan pembinaan telah berjalan berdasarkan Peraturan Daerah Nomor 2 Tahun 2020. Strategi ini didukung oleh integrasi personil Satpol PP dan komitmen Pemerintah Kota. Namun, pelaksanaannya masih menghadapi tantangan seperti rendahnya kesadaran masyarakat, kuatnya budaya merokok, serta minimnya pemahaman mengenai bahaya rokok bagi perokok pasif. Kesimpulan: Kesimpulan dari penelitian ini menekankan pentingnya optimalisasi strategi melalui peningkatan intensitas sosialisasi, koordinasi lintas sektor, penyediaan area merokok yang sesuai, serta penerapan sanksi yang lebih tegas dan konsisten terhadap pelanggaran di KTR.
