Abstract
Problem/Background (GAP):. Night entertainment venues in Siak Regency have caused various disturbances to public order and tranquility, violating Siak Regency Regional Regulation Number 3 of 2022 concerning Public Order, Tranquility, and Community Protection. Objective: To analyze the implementation of supervision carried out by the Civil Service Police Unit on night entertainment venues in Siak Regency, Riau Province. Method: This research adopts a descriptive method using a qualitative approach. Data were collected through interviews, observations, and documentation. Results: Based on the monitoring indicators proposed by Al-Amin (2006), such as management performance, irregularities, comparison between field facts and planning, and the implementation of established programs, it can be concluded that the programs have been carried out but not yet to their fullest potential. The limited human resources, lack of budgetary support, and weak enforcement of sanctions are the main factors hindering the effectiveness of monitoring. Conclusion: The surveillance conducted by the Civil Service Police Unit (Satpol PP) on night entertainment venues in Siak Regency has not been carried out optimally. Keywords: Surveillance, Nightlife Entertainment Venues, Public Order and Tranquility Permasalahan/Latar Belakang (GAP): Tempat hiburan malam di Kabupaten Siak menimbulkan berbagai permasalahan ketentraman dan ketertiban umum yang melanggar Peraturan Daerah Kabupaten Siak Nomor 3 Tahun 2022 tentang Ketertiban Umum, Ketentraman dan Perlindungan Masyarakat. Tujuan: Untuk menganalisis pelaksanaan pengawasan yang dilakukan oleh Satuan Polisi Pamong Praja (Satpol PP) terhadap tempat hiburan malam di Kabupaten Siak, Provinsi Riau. Metode: Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Hasil: Berdasarkan indikator pengawasan menurut Al-Amin (2006), seperti kinerja manajemen, penyimpangan, pembandingan fakta lapangan dan perencanaan, program yang telah ditetapkan dilaksanakan , dan belum semuanya terlaksana secara maksimal. Keterbatasan sumber daya manusia, kurangnya dukungan anggaran, serta masih lemahnya penegakan sanksi menjadi faktor penghambat efektivitas pengawasan. Kesimpulan: Pengawasan Satpol PP pada tempat hiburan malam di Kabupaten Siak masih belum berjalan secara optimal. Kata kunci: Pengawasan, Tempat Hiburan Malam, Ketentraman dan Ketertiban Umum
