Abstract
ABSTRACT Problem/Background (GAP): Data management by the government in Riau Province still faces challenges such as data duplication, inaccuracies, and low accessibility and integration between agencies, which affect the quality of public services. To address these challenges, the Riau Provincial Communication, Informatics, and Statistics Office (Diskominfotik) developed the Rumah Data application as an initiative for sectoral and spatial data integration to support the One Data policy. Purpose : This study aims to analyze the implementation of the One Data policy through the Rumah Data application in improving the quality of public services, as well as identifying obstacles in its implementation. Method: This research uses a qualitative descriptive approach with data collection techniques including interviews, observations, and documentation. Analysis was conducted using the ITPOSMO model and Richard Heeks' Design-Reality Gap concept. Results/Findings: The results indicate that the Rumah Data application has made significant progress in the dimensions of information, technology, and process, with systematic data presentation, adequate infrastructure, and improving integration. However, limitations remain in budget, digital literacy of personnel, public accessibility, and feature optimization. Leadership support, clear organizational structure, cross-sector collaboration, and capacity building through training (BIMTEK) are key driving factors for successful implementation. Although not yet perfect, the application shows strong potential as a means for transparency and efficiency in data-based public services. Conclusion: The implementation of the One Data policy through the Rumah Data application in Riau Province has been successful in providing informative data and supporting public information transparency. The technological infrastructure and application governance are adequate, although several challenges remain. To optimize the function of Rumah Data as a platform supporting data-based policies, it is necessary to strengthen budgets, improve human resource skills, enhance accessibility features, and sustain cross-sector collaboration.
