Abstract
Permasalahan/Latar Belakang (GAP): Jumlah kasus kekerasan terhadap anak di Kabupaten Pasaman Barat Provinsi Sumatera Barat masih tergolong tinggi. Sementara perlindungan terhadap anak sudah diatur di dalam Peraturan Bupati Nomor 12 Tahun 2020 tentang Tata Cara Pelayanan Penanganan Pengaduan Tindak Kekerasan terhadap Perempuan dan Anak. Tujuan: Untuk menganalisis strategi Dinas Pemberdayaan Perempuan Perlindungan Anak Pengendalian Penduduk dan Keluarga Berencana dalam penanganan kasus kekerasan terhadap anak di Kabupaten Pasaman Barat. Metode: Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Hasil: Berdasarkan teori strategi yang mencakup lima dimensi purpose, environment, direction, action, dan learning, Dinas Pemberdayaan Perempuan dan Perlindungan Anak Kabupaten Pasaman Barat telah menerapkan strategi yang komprehensif dalam menangani kekerasan terhadap anak. Dinas menetapkan tujuan yang jelas, memahami konteks lingkungan, mengarahkan langkah yang terkoordinasi, melaksanakan 2 tindakan nyata seperti layanan dan edukasi, serta melakukan evaluasi berkelanjutan. Namun, pelaksanaan strategi masih menghadapi tantangan struktural dan kultural yang memerlukan penguatan kolaborasi dan optimalisasi sumber daya. Kesimpulan: penelitian menunjukkan bahwa strategi Dinas Pemberdayaan Perempuan dan Perlindungan Anak Kabupaten Pasaman Barat dalam menangani kekerasan terhadap anak telah berjalan sesuai dengan lima elemen strategi, meskipun masih menghadapi berbagai kendala di lapangan. Kata kunci: Strategi, Kekerasan terhadap Anak, Perlindungan Anak, Pemerintahan Daerah Problem/Background (GAP): The number of child abuse cases in West Pasaman Regency, West Sumatra Province, remains relatively high. Meanwhile, child protection has already been regulated under Regent Regulation Number 12 of 2020 concerning Procedures for Handling Complaints of Violence against Women and Children. Objective: To analyze the strategy of the Office of Women's Empowerment, Child Protection, Population Control, and Family Planning in handling cases of child violence in West Pasaman Regency. Method: This research adopts a descriptive method using a qualitative approach. Data were collected through interviews, observations, and documentation. Results: Based on the strategy theory, which includes five dimensions: purpose, environment, direction, action, and learning, the Office of Women's Empowerment and Child Protection in West Pasaman Regency has implemented a comprehensive strategy in addressing child violence. The office has set clear objectives, understood the environmental context, directed coordinated actions, carried out concrete measures such as services and education, and conducted continuous evaluations. However, the implementation of this strategy still faces structural and cultural challenges, requiring strengthened collaboration and optimal use of resources. Conclusion: The research shows that the strategy of the Office of Women's Empowerment and Child Protection in West Pasaman Regency in handling child violence has been implemented in accordance with the five elements of strategy, although it still faces various challenges in the field.
