Abstract
ABSTRACT Problem Statement/Background (GAP): One of the main problems that occurs in Konawe Regency, Southeast Sulawesi Province is the high level of poverty. Furthermore, the strategy carried out by local governments to reduce poverty rates is through the empowerment of micro, small and medium enterprises (UMKM), which are important pillars in encouraging local economic growth. However, the extent of the performance of the Konawe Regency Cooperatives, Small and Medium Enterprises, Industry and Trade Office (Diskoperindag) in carrying out this strategic role has not been studied in depth. The gap in this research is found in the lack of research that specifically analyzes institutional performance in the context of empowering UMKM as an instrument to reduce poverty in Konawe Regency. Purpose: This study aims to analyze the performance of the Konawe Regency Discoperindag in reducing poverty rates through the empowerment of UMKM. Method: This study uses a qualitative descriptive approach with data collection techniques in the form of interviews, documentation, and observation. The research informants consist of officials of related agencies, UMKM actors, and parties directly related to the empowerment program. Result: The results of the study show that the performance of the Konawe Regency Diskoperindag has shown positive efforts through various programs such as entrepreneurship training, capital facilitation, and business assistance. However, the effectiveness of the program is still constrained by a number of factors, including limited human resources and budget, low active participation of UMKM actors, and weak synergy between agencies. . In addition, there are still challenges in terms of UMKM data collection and periodic program evaluation. Conclusion: although the Discoperindag has shown quite good performance in empowering UMKM, it needs to be improved in terms of planning, coordination, and evaluation so that the programs carried out really have an impact on reducing poverty rates significantly. Keywords: Performance, Empowerment, UMKM, Poverty, Diskoperindag Konawe Regency ABSTRAK Permasalahan/Latar Belakang (GAP): Salah satu permasalahan utama yang terjadi di Kabupaten Konawe Provinsi Sulawesi Tenggara adalah tingkat kemiskinan yang masih tinggi. Selanjutnya strategi yang dilakukan oleh pemerintah daerah untuk menekan angka kemiskinan adalah melalui pemeberdayaan usaha mikro kecil dan menengah (UMKM), yang menjadi pilar penting dalam mendorong pertumbuhan ekonomi lokal. Namun, sejauh mana kinerja Dinas Koperasi, Usaha Kecil Menengah, Perindustrian dan Perdagangan (Diskoperindag) Kabupaten Konawe dalam menjalankan peran strategis ini belum banyak dikaji secara mendalam. Adapun kesenjangan dalam penelitia ini terdapat pada masih kurangnya penelitian yang secara khusus menganalisis kinerja institusional dalam konteks pemberdayaan UMKM sebagai instrumen penurunan kemiskinan di Kabupaten Konawe Tujuan: Penelitian ini bertujuan untuk menganalisis kinerja Diskoperindag Kabupaten Konawe dalam menurunkan angka kemiskinan melalui pemberdayaan UMKM. Metode: Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data berupa wawancara, dokumentasi, dan observasi. Informan penelitian terdiri dari pejabat dinas terkait, pelaku UMKM, serta pihak-pihak yang berkaitan langsung dengan program pemberdayaan.. Hasil/Temuan: Hasil penelitian menunjukkan bahwa kinerja Diskoperindag Kabupaten Konawe telah menunjukkan upaya positif melalui berbagai program seperti pelatihan kewirausahaan, fasilitasi permodalan, dan pendampingan usaha. Namun, efektivitas program masih terkendala oleh sejumlah faktor, antara lain keterbatasan SDM dan anggaran, rendahnya partisipasi aktif pelaku UMKM, serta lemahnya sinergi antar instansi. Selain itu, masih terdapat tantangan dalam hal pendataan UMKM dan evaluasi program secara berkala. Kesimpulan: meskipun Diskoperindag telah menunjukkan kinerja yang cukup baik dalam memberdayakan UMKM, namun perlu peningkatan dari sisi perencanaan, koordinasi, dan evaluasi agar program yang dijalankan benar-benar berdampak pada penurunan angka kemiskinan secara signifikan.
