Abstract
ABSTRACT Problem Statement/Background (GAP): The Banjarmasin Pintar application aims to improve public services as part of the Smart City program. However, this application has not been running optimally, as seen from the many error features, low download numbers, and negative reviews from users. This study focuses on optimizing public services through the application. Purpose: The objectives of this study are to determine the level of optimization of public services through the Banjarmasin Pintar application, identify the factors that influence it, and analyze the efforts made to overcome these obstacles in order to support the realization of the smart city concept in Banjarmasin City effectively and sustainably. Methods: This study uses a descriptive qualitative method with an inductive approach through observation, semistructured interviews, and documentation. Data analysis was carried out using the Miles and Huberman model and assisted by NVivo software for coding, categorizing, and interpreting data. Results: The results of the study indicate that the Banjarmasin Pintar Application is considered quite effective in supporting digital-based public services. The majority of respondents stated that this application helps speed up the service process, facilitates access to information, and increases time and cost efficiency. The Objective dimension, especially maximization, is the most dominant finding, followed by Decision Alternatives that emphasize effectiveness. However, limited human resources, lack of training, and digital literacy gaps are the main obstacles in optimizing the application. These findings indicate that the application is on the right track, but needs to be improved in terms of resources and equal access to users. Conclusion: The Banjarmasin Pintar application has been proven to support the optimization of public services and the implementation of smart cities in Banjarmasin City. This application improves the efficiency, accessibility, and quality of public services. However, optimization is still hampered by limited human resources, infrastructure, and digital literacy. Improvement efforts continue to be made through training, evaluation, and cross-sector collaboration. Keywords: Digital Public Services, Banjarmasin Pintar, Smart City, Optimization, NVivo. ABSTRAK Permasalahan/Latar Belakang (GAP): Aplikasi Banjarmasin Pintar bertujuan meningkatkan pelayanan publik sebagai bagian dari program Smart City. Namun, aplikasi ini belum berjalan optimal, terlihat dari banyaknya fitur yang error, jumlah unduhan rendah, dan ulasan negatif dari pengguna. Penelitian ini fokus pada optimalisasi pelayanan publik melalui aplikasi tersebut. Tujuan: Penelitian ini bertujuan untuk mengetahui sejauh mana optimalisasi pelayanan publik melalui aplikasi Banjarmasin Pintar dalam mendukung implementasi smart city di Kota Banjarmasin. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif melalui observasi, wawancara semi-terstruktur, dan dokumentasi. Analisis data dilakukan menggunakan model Miles dan Huberman serta dibantu software NVivo untuk pengkodean, kategorisasi, dan interpretasi data. Hasil/Temuan: Penelitian menunjukkan bahwa aplikasi Banjarmasin Pintar telah berkontribusi dalam optimalisasi pelayanan publik, khususnya pada dimensi tujuan melalui peningkatan efisiensi waktu, akses informasi, dan transparansi layanan. Pada2 dimensi alternatif keputusan, aplikasi dinilai efektif dan efisien dalam menyederhanakan proses pelayanan dibandingkan metode konvensional. Namun, pada dimensi sumber daya yang dibatasi, masih terdapat kendala signifikan, terutama pada keterbatasan SDM teknis, literasi digital masyarakat, dan infrastruktur pendukung yang belum merata. Kesimpulan: Aplikasi Banjarmasin Pintar terbukti mendukung optimalisasi pelayanan publik dan implementasi smart city di Kota Banjarmasin. Aplikasi ini meningkatkan efisiensi, aksesibilitas, dan kualitas layanan publik. Namun, optimalisasi masih terhambat oleh keterbatasan SDM, infrastruktur, dan literasi digital.
