Abstract
ABSTRACT Problem Statement/Background (GAP): The process of hiring honorary employees in Pangkalpinang City is often faced with various challenges, including a lack of transparency in the selection process, unclear placement standards, and a gap between regulations and actual practices in the field. According to the announcement from the Mayor of Pangkalpinang, there are 544 honorary employees spread across various work units, many of whom do not have clear long-term employment status. Purpose: This study aims to analyze the hiring process of honorary employees in Pangkalpinang City. Method: This research uses a qualitative approach with data collection techniques through observation, in-depth interviews, and documentation. The analysis process is based on six stages of honorary employee procurement proposed by Hasibuan (2020). Results: The findings indicate that the hiring process for honorary employees has not fully implemented meritocratic principles, with many agencies conducting closed recruitment relying on personal connections. Only the Regional Public Hospital (RSUD) applies an open method. Variations in educational and age requirements also create inconsistencies in employee acceptance. Conclusion: Reform is needed in the honorary employee hiring system in Pangkalpinang City, including the development of clear technical guidelines and increased transparency in the recruitment process to ensure fairness and better quality public services. Keywords: honorary employee procurement, transparency, meritocracy ABSTRAK Permasalahan/Latar Belakang (GAP): Proses pengadaan pegawai honorer di Kota Pangkalpinang sering kali dihadapkan pada berbagai tantangan, termasuk kurangnya transparansi dalam seleksi, ketidakjelasan dalam standar penempatan, dan kesenjangan antara regulasi dan praktik di lapangan. Berdasarkan Pengumuman Wali Kota Pangkalpinang, terdapat 544 pegawai honorer yang tersebar di berbagai unit kerja, dengan banyak di antaranya tidak memiliki kejelasan status kepegawaian jangka panjang. Tujuan: Penelitian ini bertujuan untuk menganalisis proses pengadaan pegawai honorer di Kota Pangkalpinang. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, serta dokumentasi. Proses analisis dilakukan berdasarkan enam tahapan pengadaan pegawai honorer yang diusulkan oleh Hasibuan (2020). Hasil: Temuan menunjukkan bahwa proses pengadaan pegawai honorer belum sepenuhnya menerapkan prinsip meritokrasi, dengan banyak instansi menerapkan rekrutmen secara tertutup yang mengandalkan hubungan personal. Hanya RSUD yang menerapkan metode terbuka. Variasi dalam syarat pendidikan dan usia juga menciptakan ketidakkonsistenan dalam penerimaan pegawai. Kesimpulan: Diperlukan reformasi dalam sistem pengadaan pegawai honorer di Kota Pangkalpinang, termasuk penyusunan pedoman teknis yang jelas dan peningkatan transparansi dalam proses rekrutmen untuk memastikan keadilan dan kualitas pelayanan publik yang lebih baik.
