Abstract
ABSTRACT Problem Statement/Background (GAP): The development of civil servant competencies through education and training is a crucial part of bureaucratic reform and improving the quality of public services. However, the implementation of training programs by the Personnel and Human Resource Development Agency (BKPSDM) of Palembang City still faces challenges, such as inconsistent implementation, limited facilities and infrastructure, and low participant engagement. Purpose: This study aims to identify and analyze the effectiveness of education and training programs in developing the competencies of civil servants within the Palembang City Government. Method: This research employs a qualitative approach with data collection techniques including in-depth interviews, observation, and documentation. Results: The study found that training implementation at BKPSDM Palembang is relatively effective. Participants responded positively to the content, facilitators, and overall organization. There was a noticeable improvement in participants’ knowledge, skills, and work behavior after the training. However, some issues remain, such as low active participation, network limitations during online training sessions, and suboptimal training facilities. BKPSDM has responded by conducting post-training evaluations and improving training infrastructure. Conclusion: Education and training programs at BKPSDM Palembang have been effectively implemented, yet further improvement is needed in technical and participatory aspects to ensure sustainable and optimal competency development of civil servants. Keywords: Effectiveness, Competency Development, Education and Training ABSTRAK Permasalahan/Latar Belakang (GAP): Pengembangan kompetensi aparatur sipil negara melalui pendidikan dan pelatihan merupakan bagian penting dalam reformasi birokrasi dan peningkatan kualitas pelayanan publik. Namun, pelaksanaan diklat oleh Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kota Palembang masih menghadapi kendala, seperti ketidakkonsistenan pelaksanaan, keterbatasan sarana prasarana, dan minimnya partisipasi peserta. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis efektivitas pelaksanaan pendidikan dan pelatihan dalam pengembangan kompetensi ASN di lingkungan Pemerintah Kota Palembang. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Hasil: Penelitian menunjukkan bahwa pelaksanaan diklat di BKPSDM Kota Palembang cukup efektif. Peserta memberikan tanggapan positif terhadap materi, fasilitator, dan penyelenggaraan. Terdapat peningkatan pengetahuan dan keterampilan peserta, serta perubahan perilaku kerja setelah mengikuti diklat. Namun demikian, masih terdapat kendala seperti kurangnya partisipasi aktif peserta, keterbatasan jaringan saat diklat daring, dan belum maksimalnya sarana pelatihan. BKPSDM telah melakukan evaluasi pasca-diklat dan penguatan sarana prasarana sebagai upaya perbaikan. Kesimpulan: Pelaksanaan pendidikan dan pelatihan di BKPSDM Kota Palembang telah berjalan efektif namun masih perlu penguatan pada aspek teknis dan partisipatif agar pengembangan kompetensi ASN dapat berjalan optimal dan berkelanjutan.
