Abstract
ABSTRACT Problems/Background (GAP): The problem that motivates researchers to take this title is how the development of pentahelix-based Dome of Datu Haji Abdussamad religious tourism in improving community welfare in Barito Kuala district. Purpose: to analyze the development of pentahelix-based Dome of Datu Haji Abdussamad religious tourism in improving community welfare in Barito Kuala district. Tourist visits decreased from 2019 to 2021 due to the impact of covid-19. However, in 2022 there was an increase which shows the potential that must be maximized specifically for the welfare of the surrounding community. Methods: qualitative approach with descriptive nature. Using two types of data sources, namely primary and secondary. With 9 informants where the sample determination uses purposive sampling and accidental sampling techniques. With data collection techniques through interviews, field observations, and documentation. The theory used in this research is the pentahelix theory by Arief Yahya (2016) which involves five main elements in tourism development, namely government, academics, business people, communities, and the media. As well as techniques in analyzing data according to miles and Huberman, namely data reduction, data presentation, and drawing conclusions and verification. The research location was carried out at the Office of Youth, Sports, Culture and Tourism of Barito Kuala Regency and at the Dome of Datu Haji Abdussamad religious tourist attraction located in Marabahan Kota District, Barito Kuala Regency, South Kalimantan. Results/Findings: shows that each element of the pentahelix has an important role but has not been optimally integrated. The local government showed initial commitment but is still limited in terms of policy and budget. The involvement of academics and business players is still low, while local communities have high enthusiasm but have not received strategic support. The media has also not played a maximum role in the promotion of this destination. Conclusion: This study concludes that the development of pentahelix-based Dome of Datu Haji Abdussamad religious tourism has great potential in improving community welfare, but it requires stronger synergy between pentahelix elements, clear regulatory support, and sustainable promotion and community empowerment strategies. This involves collaboration between five main elements, namely government, academics, businesses, communities, and media. So that this can encourage local economic growth, open business opportunities, create jobs, and strengthen the religious and cultural values of the local community. Keywords: Tourism Development, Religious Tourism, Pentahelix, Community Welfare ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan yang melatarbelakangi peneliti untuk mengambil judul ini ialah bagaimana pengembangan wisata religi Kubah Datu Haji Abdussamad berbasis pentahelix dalam meningkatkan kesejahteraan masyarakat di kabupaten Barito Kuala. Kunjungan wisatawan terjadi penurunan dari tahun 2019 hingga tahun 2021 diakibatkan dampak dari covid-19. Namun, di tahun 2022 terjadi peningkatan yang menunjukkan adanya potensi yang harus dimaksimalkan terkhusus untuk kesejahteraan Masyarakat sekitar. Tujuan: untuk menganalisis pengembangan wisata religi Kubah Datu Haji Abdussamad berbasis pentahelix dalam meningkatkan kesejahteraan masyarakat di kabupaten Barito Kuala Metode: pendekatan kualitatif dengan sifat deskriptif. Menggunakan dua jenis sumber data yakni primer dan sekunder. Dengan Informan sejumlah 9 orang yang mana penetapan sampel menggunakan Teknik purposive sampling dan accidental sampling. Dengan teknik pengumpulan data melalui wawancara, observasi lapangan, dan dokumentasi. Teori yang digunakan dalam penelitian ini adalah teori pentahelix oleh Arief Yahya (2016) yang melibatkan lima unsur utama dalam pembangunan pariwisata, yaitu pemerintah, akademisi, pelaku usaha, komunitas, dan media. Serta Teknik dalam menganalisis data menurut miles dan Huberman yakni reduksi data,penyajian data, dan penarikan Kesimpulan dan verifikasi. Yang mana Lokasi penelitian dilaksanakan di Kantor Dinas Kepemudaan, Olahraga, Budaya dan Pariwisata Kabupaten Barito Kuala dan di tempat objek wisata religi Kubah Datu Haji Abdussamad yang terletak di Kecamatan Marabahan Kota, Kabupaten Barito Kuala, Kalimantan Selatan. Hasil/Temuan: menunjukkan bahwa masing-masing unsur pentahelix memiliki peran yang penting namun belum terintegrasi secara optimal. Pemerintah daerah menunjukkan komitmen awal namun masih terbatas dalam hal kebijakan dan anggaran. Keterlibatan akademisi dan pelaku usaha masih rendah, sementara komunitas lokal memiliki semangat tinggi tetapi belum mendapat dukungan strategis. Media juga belum berperan maksimal dalam promosi destinasi ini. Kesimpulan: dari penelitian ini adalah bahwa pengembangan wisata religi Kubah Datu Haji Abdussamad berbasis pentahelix memiliki potensi besar dalam meningkatkan kesejahteraan masyarakat, namun diperlukan sinergi yang lebih kuat antar unsur pentahelix, dukungan regulasi yang jelas, serta strategi promosi dan pemberdayaan masyarakat yang berkelanjutan. Yang melibatkan kolaborasi antara lima unsur utama, yaitu pemerintah, akademisi, pelaku usaha, komunitas, dan media. Sehingga hal ini mampu mendorong pertumbuhan ekonomi lokal, membuka peluang usaha, menciptakan lapangan kerja, serta memperkuat nilai-nilai keagamaan dan budaya masyarakat setempat.
