Abstract
ABSTRACT Problem/Background (GAP): The issue that prompted the researcher to choose this topic is the role of the KPUD Deli Serdang, the Sunggal Subdistrict Government, and the Sunggal Subdistrict PPPK in increasing the political participation of the Sunggal community in the 2024 General Election. Purpose To identify and describe the forms of political participation of the Sunggal Subdistrict community in the 2024 General Election and to propose efforts to enhance such participation. Method: This study uses a qualitative research method with a descriptive approach. Data collection techniques involve primary data obtained through interviews, and secondary data obtained through documentation. The researcher used purposive sampling in selecting the informants. Results/Findings The results show that political participation of the people in Sunggal Subdistrict in the 2024 election remains low. Inhibiting factors include low public trust in the government, suboptimal political socialization, low willingness of the people to change their mindset, insufficient budget, and high political apathy. On the other hand, supporting factors include socialization programs initiated by KPUD, collaboration with community and religious leaders, and direct involvement of the local government in building political communication with the people. Conclusion: Political participation in Sunggal Subdistrict during the 2024 election remains low, mainly due to a lack of trust in the government, weak reciprocity norms, and underdeveloped social networks. The Golput (non-voter) phenomenon in this region is not due to political ignorance, but rather a form of disappointment and protest against a political system perceived as lacking transparency and responsiveness to public aspirations. Inadequate political outreach, especially among remote or less-educated communities, along with the prevalence of corruption, collusion, and nepotism (KKN), further aggravates the situation. Nevertheless, there are supporting factors such as collaboration with community leaders and KPUD socialization efforts. To address these barriers, the government and KPUD Deli Serdang have undertaken various initiatives, including improving public services, providing political education, increasing policy transparency, and establishing communication forums to restore public trust and encourage active civic engagement in the democratic process. Keywords: Public Political Participation, 2024 General Election, Sunggal Subdistrict ABSTRAK Permasalahan/Latar Belakang (GAP) : Permasalahan yang melatar belakangi peneliti untuk mengambil judul ini ialah bagaimana tingginya angka Golput di Kecamatan Sunggal dalam partisipasi politik pada Pemilu 2024. Tujuan : Untuk menganalisis partisipasi politik masyarakat Kecamatan Sunggal pada Pemilu 2024. Metode: menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan yakni Sumber data primer diperoleh dari wawancara, sedangkan data sekunder diperoleh dari dokumentasi. Menggunakan Purposive sampling dalam menentukan informan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa partisipasi politik masyarakat Kecamatan Sunggal pada Pemilu 2024 masih rendah, Faktor penghambat dalam penelitian ini meliputi rendahnya kepercayaan masyarakat terhadap pemerintah, sosialisasi yang belum optimal, rendahnya keinginan masyarakat untuk mengubah pola pikir, anggaran yang belum memadai, dan tingginya apatisme masyarakat. Sedangkan faktor pendukungnya adalah adanya program sosialisasi dari KPUD, kolaborasi dengan tokoh masyarakat dan agama, serta keterlibatan langsung pemerintah dalam membangun komunikasi politik dengan masyarakat. Kesimpulan: Partisipasi politik masyarakat Kecamatan Sunggal dalam Pemilu 2024 masih rendah, yang utamanya dipengaruhi oleh rendahnya kepercayaan terhadap pemerintah, lemahnya norma timbal balik, dan kurangnya jaringan sosial yang kuat, Fenomena Golput di wilayah ini bukan semata karena ketidaktahuan, melainkan bentuk kekecewaan dan protes terhadap sistem politik yang dianggap tidak transparan dan tidak responsif terhadap aspirasi rakyat. Sosialisasi politik yang belum optimal, terutama di kalangan masyarakat terpencil dan berpendidikan rendah, serta maraknya praktik KKN, turut memperparah kondisi ini. Namun demikian, terdapat faktor pendukung seperti kolaborasi dengan tokoh masyarakat dan program sosialisasi dari KPUD. Untuk mengatasi hambatan tersebut, pemerintah dan KPUD Deli Serdang telah melakukan berbagai upaya, termasuk peningkatan pelayanan publik, edukasi politik, transparansi kebijakan, serta pembentukan forum komunikasi demi meningkatkan kepercayaan dan partisipasi aktif masyarakat dalam proses demokrasi.
