Abstract
ABSTRACT Problem Statement/Background (GAP): Micro, Small, and Medium Enterprises (MSMEs) in Bogor City continue to grow, with approximately 9,800 MSMEs recorded in the SOLUSI application. However, this number does not yet reflect a high level of competitiveness. Purpose: This study aims to understand the condition of MSMEs under the Department of Cooperatives, MSMEs, Trade, and Industry of Bogor City, identify the obstacles encountered in improving MSME competitiveness, and analyze the strategies of the Department of Cooperatives, MSMEs, Trade, and Industry of Bogor City in enhancing MSME competitiveness. Method: This research uses a descriptive qualitative method and SOAR (Strength, Opportunity, Aspirations, Result) strategy analysis. The techniques used include in-depth interviews (with 6 informants), observation, and documentation. Result: The findings obtained by the author in this study indicate that although many MSMEs in Bogor City are officially registered, this does not necessarily reflect an evenly distributed level of competitiveness among them. The department has identified several main obstacles, including limited budget and resources, lack of interest and awareness among MSME actors to develop their businesses, and restricted access to capital for MSME players. Based on the SOAR strategy analysis regarding the department’s strategy to improve MSME competitiveness, the analysis produced the following results: Strengths — the department has adequate assets and is able to utilize social media to support MSMEs; Opportunities — leveraging opportunities for collaboration with external parties and providing supporting facilities; Aspirations — a clear vision, mission, and policy direction, along with public trust, serve as the foundation for strengthening strategies; Results — public expectations and satisfaction with the department’s programs serve as material for evaluation. Conclusion: The department has good potential in implementing strategies to improve MSME competitiveness, with a continuous need to explore and maximize all the positive potential it possesses. Keywords: MSMEs, Strategy, Competitiveness, SOAR ABSTRAK Permasalahan/Latar Belakang (GAP): Usaha Mikro, Kecil, dan Menengah (UMKM) di Kota Bogor terus berkembang, tercatat mencapai sekitar 9.800 UMKM dalam aplikasi SOLUSI. Namun, jumlah tersebut belum mencerminkan daya saing yang tinggi. Tujuan: Penelitian ini bertujuan untuk mengetahui kondisi UMKM dibawah Dinas Koperasi, UKM, Perdagangan dan Perindustrian Kota Bogor, mengetahui apa saja hambatan yang ditemukan dalam meningkatkan daya saing UMKM, dan menganalisis strategi Dinas Koperasi, UKM, Perdagangan, dan Perindustrian Kota Bogor dalam meningkatkan daya saing UMKM. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dan analisis strategi SOAR (Strength, Opportunity, Aspirations, Result). Teknik wawancara mendalam (6 informan), observasi, dan dokumentasi. Hasil/Temuan: Penelitian ini menemukan bahwa meskipun banyak UMKM di Kota Bogor telah terdaftar resmi, daya saing mereka belum merata. Dinas menghadapi hambatan seperti keterbatasan anggaran, rendahnya minat pelaku UMKM untuk berkembang, dan sulitnya akses permodalan. Melalui analisis strategi SOAR, diperoleh: Kekuatan berupa aset yang memadai dan pemanfaatan media sosial; Peluang melalui kerja sama eksternal dan fasilitas pendukung; Aspirasi didukung oleh visi, misi, serta kepercayaan masyarakat; dan Hasil berupa harapan dan kepuasan masyarakat sebagai dasar evaluasi program.Kesimpulan : Dinas memiliki potensi yang baik dalam melaksanakan strategi untuk meningkatkan daya saing UMKM dengan diperlukannya terus menggali segala potensi positif yang dimiliki dinas.… Kata Kunci : UMKM, Strategi, Daya Saing, SOAR
